(BNP) - StandingVice Chairman of the Provincial People's Committee Mai Son has recently signed Plan No. 155/KH-UBND on the master plan to evaluate science, technology, and innovation (STI) activities in 2026 within Bac Ninh province.
Application of high technology contributes to improving the efficiency of medical examination and treatment in the province.
The plan aims to specify the evaluation of the results, efficiency, and impact of STI activities according to the logic model: Input - Output - Outcome - Impact. Through this, it clarifies the level of achievement of set goals, assesses the contribution of STI to socio-economic development, and serves as a basis for adjusting plans, prioritizing resources, and improving the efficiency of state budget utilization.
According to the plan, in 2026, the province will organize the evaluation of 50 indicators belonging to 5 groups of criteria. Among them, the input criteria group consists of 7 indicators, focusing on evaluating institutions in STI; quantity of human resources; number of strong research groups; total budget expenditure and expenditure from the corporate sector for STI; infrastructure for scientific research and technological development, and information technology infrastructure for STI.
The science criteria group includes 9 indicators such as: Number of international and domestic scientific articles; rate of international publications in high-prestige journal groups; rate of scientific publications with international cooperation; quantity of books, textbooks, and materials for undergraduate and postgraduate teaching; average citation count of international articles; H-index of research groups; average funding to produce one international scientific publication; and domestic and international science and technology awards.
The technology criteria group consists of 15 indicators, evaluating technological readiness levels; number of intellectual property applications; sample products formed and verified; new or improved products achieving standard certification; new business and service models; quantity of standards and technical regulations; patents and useful solutions; rate of commercialization of research results; number of technologies transferred; efficiency of innovation and process improvement; localization rate; and the rate of technology reaching regional or world advanced levels.
The economic criteria group includes 10 indicators related to revenue from the exploitation and transfer of intellectual property assets; revenue from technology transfer; rate of mobilizing capital outside the state budget; revenue from new products; number of enterprises benefiting from research results; number of newly formed enterprises; value of savings due to replacing imported goods and equipment with domestic products; and the level of participation in domestic and international production value chains.
The social criteria group includes 9 indicators such as: Number of STI human resources trained and fostered; number of new jobs created; increase in labor productivity due to the application of research results; number of policy documents using research results; level of improvement in public service quality; accessibility to social services; contribution to environmental protection and sustainable development; efficiency of infrastructure exploitation; and changes in social awareness and behavior.
The Provincial People's Committee assigns the Department of Science and Technology as the focal agency to lead the implementation of the Plan; guide and urge agencies, units, and localities to organize implementation; develop forms, synthesize data, and report on the evaluation of STI activity efficiency in the province as regulated. At the same time, lead and coordinate the review and advice on perfecting the legal framework for the collection, synthesis, and calculation of evaluation indicators.
Departments, sectors, and People's Committees of communes and wards, based on their assigned functions and tasks, shall proactively review, collect, and synthesize data in their respective management fields; take responsibility for the accuracy, completeness, and timeliness of information and implement periodic reporting regimes as regulated./.
