(BNP) – During the 2020–2025 term, Bac Ninh province has overcome numerous challenges to affirm its position as the “industrial capital” of the North, with an economic growth rate among the highest in the country. Industry and handicrafts have made remarkable breakthroughs, trade and services have flourished, and tourism has become increasingly vibrant — all contributing to a solid foundation for comprehensive development. These outstanding achievements have not only improved people’s living standards but also created a firm premise for the province to realize its aspiration of becoming a centrally governed city before 2030

Industry and handicrafts are key drivers of growth.
The 2020–2025 period marks an important milestone in Bac Ninh province’s development journey. Despite numerous challenges — particularly the impacts of the COVID-19 pandemic, global economic fluctuations, and the administrative boundary consolidation process — Bac Ninh has remained steadfast in its growth objectives, fully harnessing its potential and advantages. The achievements attained not only reflect strong efforts and high political determination but also affirm the province’s new stature and position as a leading industrial and service center in Northern Vietnam.
The economy has maintained an impressive growth rate, with the average GRDP during the 2021–2025 period estimated at 8.98% per year. The province’s economic scale in 2025 is estimated to reach VND 522 trillion, ranking 5th nationwide and 3rd in the Red River Delta region. Per capita GRDP is expected to reach 5,810 USD, increasing nearly 1.3 times compared to the beginning of the term.
The economic structure has shifted markedly toward industrialization and modernization. By 2025, the proportions of industry - construction, services and agriculture–forestry–fishery reached 71.3%, 19.5%, and only 6.3%, respectively. Per capita income has risen significantly, people’s living standards have improved, and public confidence in the leadership of the Provincial Party Committee has been further strengthened.
Industry is the key driving force for growth. The industrial sector’s added value has increased by an average of 11% per year, while the Index of Industrial Production (IIP) has consistently remained high, ranking among the leading localities nationwide.
A major highlight is the formation of high-tech industrial clusters, particularly in the fields of electronics and semiconductors. This marks an important starting point for Bac Ninh to participate more deeply in global value chains and to become a high-tech manufacturing hub of Vietnam.
The processing and manufacturing industries account for over 70% of the entire industrial sector, reflecting a positive shift from labor-intensive production to high value-added industries. The infrastructure system of industrial parks and clusters has expanded rapidly, with the province adding 25 new industrial parks and 24 industrial clusters, attracting hundreds of large-scale FDI projects.
Alongside modern industry, handicrafts and traditional craft villages have been maintained, affirming their important role in job creation and the preservation of cultural values. The province currently has 87 craft villages and dozens of hamlets with traditional occupations. Many local products have been recognized under the OCOP program and have participated in trade fairs and market connection activities both domestically and internationally.
Trade and Services: Booming Alongside Urbanization
Trade and services have developed remarkably.
Trade and services have experienced impressive growth, averaging 7.22% per year. The total retail sales of goods and services during the 2021–2025 period are estimated to reach 761.6 trillion VND, increasing by 16.5% annually.
E-commerce activities have developed strongly, keeping Bac Ninh consistently among the top 10 provinces nationwide in the E-commerce Index. This demonstrates the rapid adaptability of local businesses and residents in the digital era.
Tourism has also made significant progress, attracting nearly 18 million visitors over five years, with total revenue reaching VND 14.047 trillion — increases of 47% and 86%, respectively, compared to the 2016–2020 period. Cultural and spiritual tourism — associated with Quan ho heritage, Vinh Nghiem and Bo Da pagodas, and the Ly Thuong Kiet Temple — along with eco-tourism and experiential tourism, has been shaping a distinctive identity for Bac Ninh.
Foreign trade has expanded strongly, with total import–export turnover reaching USD 659 billion, 1.76 times higher than in the previous term. Bac Ninh has become one of the country’s key localities in the global supply chain, hosting the presence of many major international corporations.
At the same time, logistics, telecommunications, transportation, and postal services have developed in a synchronized manner. The province has planned and attracted investment in multiple integrated logistics service zones, international railway ports (ICDs), and golf courses, contributing to the completion of a high-quality service ecosystem.
Industry and Trade–Services Remain the Two Pillars Driving Strategic Breakthroughs
The 20th Congress of the Bac Ninh Provincial Party Committee has set the goal for Bac Ninh to become a centrally governed city by 2030 — developing rapidly, comprehensively, and sustainably. In this vision, industry and trade–services continue to serve as the two key pillars, creating strategic breakthroughs for the province’s development.
Continue to enhance the quality of industrial growth
Bac Ninh continues to improve the quality of industrial growth, shifting from “quantity” to “quality” and promoting in-depth development. The province focuses on attracting investment in high-tech industries, semiconductors, electronics, renewable energy, and green industries.
Complete the development of modern, synchronized industrial park and cluster infrastructure, ensuring connectivity with the national transportation network and the Gia Binh International Airport. The province encourages innovation, research and development, and higher localization rates, creating favorable conditions for domestic enterprises to participate in global supply chains.
The province also aims to strongly develop supporting industries, particularly in new materials and precision engineering, thereby reducing dependence on imports and enhancing the economy’s self-reliance.
During the 2025–2030 period, Bac Ninh strives to achieve an average annual growth rate of over 8% in trade and services. The province aims to develop a modern commercial system with large-scale shopping centers and supermarkets, while expanding logistics networks, smart warehouses, dry ports, and distribution centers.
E-commerce will continue to be prioritized, in line with comprehensive digital transformation, to support businesses and citizens in participating in cross-border trade.
Tourism is oriented toward professionalism and high quality, focusing on promoting the cultural and historical values of the Kinh Bac region, creating unique tourism products, and extending visitors’ stays. Bac Ninh targets welcoming over 25 million visitors by 2030, with tourism revenue expected to double compared to the previous period.
To realize these goals, the province has outlined several key solution groups, including: improving mechanisms and policies to build a transparent, open, and attractive investment environment; implementing special policies to support the development of semiconductor and high-tech industries; developing high-quality human resources, with a focus on training for the digital economy, semiconductor industry, logistics, and tourism; and turning Bac Ninh into one of the country’s major centers for higher and vocational education.
The province will accelerate digital transformation and technology application in management, production, commerce, and services, promoting the digital economy with the goal of it contributing over 45% of GRDP by 2030. Growth will be pursued in tandem with sustainability through strict resource and environmental management, encouraging the development of green industry, eco-friendly commerce, and tourism.
Bac Ninh will also strengthen regional linkages and enhance connectivity with Hanoi, Hai Phong, Thai Nguyen, Lang Son, and other localities, leveraging its strategic position at the heart of the Capital Region.
With a development strategy centered on high-tech industry and modern services, along with a comprehensive set of solutions, Bac Ninh confidently affirms its position as a leading economic and industrial hub in Northern Vietnam, contributing to the nation’s successful industrialization and modernization goals.
