(BNP) - The Bac Ninh Provincial Party Committee has just issued Program No. 21-CTr/TU on "Developing the Private Economy of Bac Ninh Province in the period 2026 - 2030". This is a strategic step to make the private economy truly the most important driving force of the province's economy.

Accordingly, the Program aims to develop the private economy rapidly, sustainably, and with high quality, linked to improving provincial competitiveness and successfully achieving the goals set forth in the Resolution of the 1st Provincial Party Congress, term 2025 - 2030. Specifically, by 2030, Bac Ninh province strives to have 85,000 operating businesses, averaging 21.5 businesses per 10,000 people. Of these, at least 15 private businesses will be among the top 500 largest businesses in Vietnam. The private sector is expected to contribute approximately 55-58% of the province's GRDP; with an average growth rate of 13-14% per year. This sector will contribute 35-40% of the province's total budget revenue and provide employment for 84-85% of the total workforce. By 2045, the province aims to have approximately 160,000 businesses, contributing over 60% of the province's GRDP.
To realize these goals, Bac Ninh province has identified seven key solution groups, including: Innovating thinking and awareness; promoting propaganda, considering the private sector as a pillar, creating consensus within the political system and throughout society; reforming institutions and the business environment; shifting from a "control" mindset to a "partnership" and "service" approach to businesses; conducting inspections and audits no more than once a year for businesses (except in cases of clear violations); and accessing resources. Support access to land and production facilities; prioritize credit capital for startups and green transformation businesses; strive to reduce the time for processing land-related procedures for businesses by at least 30%.
Exempt or reduce taxes for innovative startups; support the costs of digital transformation and circular business. Strengthen connectivity; promote linkages between private enterprises, state-owned enterprises, and FDI enterprises. Support large and small enterprises; implement a program to develop 1,000 exemplary enterprises that are pioneers in technology and green transformation. Emphasize business ethics; build a team of entrepreneurs with culture, social responsibility, and respect for the law.
