Chairman of Provincial People’s Committee Pham Hoang Son: Bac Ninh establishes a 24/7 “green lane” to accelerate Aeon Mall project in Tan Tien ward

(BNP) – On the afternoon of March 4, Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, chaired a working session with AeonMall Vietnam Co., Ltd. and Newland Investment Joint Stock Company. Also attending were Mr. Pham Van Thinh, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, along with representatives from the Office of the Provincial People’s Committee and relevant departments, sectors, and localities.

Reporting on the implementation of the Aeon Mall Commercial Center project in Tan Tien ward, the representative of Newland Investment JSC stated that site leveling had basically been completed, and the project was ready for the handover of the entire land fund to AeonMall Vietnam to continue investment. The company proposed that the Provincial People’s Committee approve the policy of transferring the project to AeonMall Vietnam for investment, construction, and operation in accordance with regulations.

The company also requested continued guidance and support from provincial authorities and relevant departments to ensure that the project transfer complied with the Law on Real Estate Business and current legal provisions.

Speaking at the meeting, Chairman Pham Hoang Son affirmed that Bac Ninh was committed to creating favorable conditions for AeonMall Group to invest and operate effectively in the province. He emphasized that AeonMall was a reputable, long-established corporation in the global shopping mall development and operation sector. Meanwhile, Bac Ninh, with a population of approximately 3.7 million, ranked fifth nationwide in economic scale and was gradually becoming a key industrial and economic growth center of the region and the country. The provincial leadership expressed confidence that AeonMall would achieve sustainable success in Bac Ninh.

Regarding procedures related to the project transfer, the Chairman requested close coordination among departments and agencies to ensure the fastest possible implementation in compliance with legal regulations and aligned with the investor’s experience in other localities. The province agreed to place the project under a 24/7 “green lane” mechanism to promptly resolve administrative procedures within its authority and accelerate progress.

Chairman Pham Hoang Son expressed his expectation that the investor would strive to commence construction before April 30. He also suggested that AeonMall consider establishing an independent legal entity in Bac Ninh to facilitate accounting, budget contributions, and local socio-economic development.

The Chairman assigned the Department of Finance to take the lead in coordinating with the investor to study and guide the establishment of an independent legal entity in accordance with regulations. The Department of Construction was tasked with providing information on surrounding residential projects to help the investor assess local shopping demand and consumer trends.

He reaffirmed that provincial leaders, along with departments, sectors, and local authorities, were always ready to accompany, support, and provide maximum assistance to the investor in completing administrative procedures, implementing the project, and conducting communication and promotion activities to ensure efficient execution.

At the meeting, Mr. Nojima Masaaki, Senior General Manager of Project Development at AeonMall, expressed sincere appreciation to the provincial leaders and relevant agencies for their support in facilitating the project’s research and implementation.

Regarding progress, on February 24, the project received approval from the Board of Directors of AeonMall Japan. The company was currently carrying out procedures to transfer project ownership from Newland Investment JSC, while preparing for contractor bidding to soon commence construction as planned.

AeonMall expressed its hope to continue receiving support from local authorities to ensure the project was implemented on schedule and with high quality, contributing to socio-economic development and creating thousands of jobs for local workers. The company committed to regularly updating and reporting on project progress after completing the transfer procedures.

Regarding the proposal to establish an independent legal entity, the company stated that it would study appropriate options, such as setting up a branch or a separate entity, in compliance with regulations, and would report to provincial authorities in due course. AeonMall also reaffirmed its determination to accelerate progress and bring the project into operation as soon as possible, meeting the expectations of the province and local residents.
