(BNP) - On the afternoon of December 24th, a delegation led by Mr. Nguyen Hoa Binh, Member of the Political Bureau, Standing Deputy Prime Minister and Head of the Steering Committee for resolving difficulties and obstacles in stalled projects (Steering Committee 751), worked with Bac Ninh province to solve the problems and obstacles in these projects.

Receiving and working with the delegation were Secretary of the Provincial Party Committee Nguyen Hong Thai; Chairman of the Provincial People's Council Nguyen Viet Oanh; Chairman of the Provincial People's Committee Pham Hoang Oanh; the Deputy Chairmen of the Provincial People's Committee; and leaders of relevant departments and agencies.
According to a report by the Provincial People's Committee, Bac Ninh currently has 187 projects facing difficulties and obstacles, including 99 public investment projects; 1 ODA-funded project; 51 projects under the build-transfer (BT) contract model; 23 urban, commercial, and service projects located outside industrial zones; and 13 production and business projects located within industrial zones. The main obstacles lie in land clearance, legal regulations, contractor and investor capacity, and fluctuations in material prices, leading to project delays.

Regarding the resolution results, for projects requiring opinions from central agencies, 12 out of 23 projects located in industrial zones have been resolved; the remaining 11 projects require opinions from the Steering Committee 751. For projects under local authority, the province has developed a resolution plan, and to date, difficulties have been resolved for 84 out of 164 projects, while 80 out of 164 projects are still in the process of being handled.

During the meeting, leaders of central ministries and agencies exchanged views and addressed difficulties and obstacles related to land allocation for payment in BT investment projects; production and business investment projects; commercial, service, and housing projects. At the same time, they requested Bac Ninh province to continue coordinating with central ministries and agencies to review some remaining issues in the projects, in order to find optimal solutions for each project.

Deputy Prime Minister Nguyen Hoa Binh welcomed the positive results in Bac Ninh's socio-economic development in recent times. He emphasized that Bac Ninh needs to mobilize all available resources to achieve its double-digit growth target, including resources from projects. He noted that the province should regularly update information and report on the central government's 751 system.
The Deputy Prime Minister requested provincial leaders to continue focusing on resolving difficulties in stalled and long-standing projects, based on directives and guidelines from central ministries and agencies. During the process of handling and resolving these issues, localities should review and clearly categorize each project, and then propose specific, appropriate, and feasible solutions to the relevant ministries and agencies.

Following the discussions from ministries, central agencies, and the directives of the Standing Deputy Prime Minister, Provincial Party Secretary Nguyen Hong Thai emphasized that the province will promptly direct departments and units to review the problematic projects and develop comprehensive plans to definitively resolve each issue, in order to continue mobilizing social resources for investment in the development of socio-economic infrastructure in Bac Ninh province.
