Accordingly, the objectives of the Coordination Regulations are to improve the effectiveness and efficiency of state management of enterprises and business households after registration in the locality by strengthening coordination between agencies and units in state management; defining responsibilities between agencies and units in state management; strengthening the supervisory role of society. At the same time, overcoming the overlapping situation in inspection and examination activities of agencies in state management. Timely detection and handling of enterprises and business households that violate the law, contributing to building a favorable business environment.

The coordination content focuses on exchanging, providing, and publicizing information about enterprises and business households; inspecting and examining enterprises and business households; revoking Enterprise Registration Certificates and Business Household Registration Certificates; handling enterprises and business households that violate regulations on conditional investment and business lines and conditional market access lines for foreign investors but do not meet the conditions prescribed by law; reporting on the implementation of state management of enterprises and business households after registration in the province.

Regarding the responsibilities of agencies and units, the Department of Finance and the People's Committees at the commune level provide information on enterprise and business household registration to serve professional work. Quarterly, the Department of Finance and the People's Committee at the commune level shall publicly disclose information on registered enterprises and business households on the electronic information portal of the agency or locality. At the same time, they shall be responsible for exchanging and providing information on the legal status of enterprises and business households in the area upon request of agencies and units.

The Bac Ninh Provincial Tax Department shall periodically, before December 31 of each year, be responsible for providing information on enterprises that have ceased operations for more than one year without notifying the tax authority to the Department of Finance for review, inspection and handling in accordance with the provisions of law.

The People's Committee at the commune level shall periodically, quarterly, on the basis of exploiting information from the Business Household Registration Database, be responsible for publicly disclosing information on the legal status of business households under its management on the Electronic Information Portal of the People's Committee at the commune level.

Agencies and units shall proactively build a database on enterprises and business households operating in the assigned state management sectors and fields; proactively exploit and exchange information on enterprises and business households with the Department of Finance, the People's Committee at the commune level, the Provincial Tax Department and other focal agencies for information on enterprises and business households to serve their state management tasks.

Encourage agencies and units to exchange information on enterprises and business households and share databases on enterprises and business households to improve the effectiveness and efficiency of state management of enterprises and business households, while minimizing the declaration and reporting obligations of enterprises and business households.

Agencies and units shall publicly disclose information on the Electronic Information Portal or the Electronic Information Page of the agency or unit about the production and business activities of enterprises and business households in accordance with the provisions of specialized laws./.
