Bac Ninh implements industrial promotion for 2026 - 2030 period

(BNP) - Vice Chairman of the Provincial People's Committee Pham Van Thinh recently signed Decision No. 568/QD-UBND approving the industrial promotion program for the 2026 - 2030 period. The program aimed to create momentum to drive the development of local industry and handicrafts towards modernization, sustainability, and efficiency.

According to the Decision, the Program set the objective of activating, mobilizing, and effectively utilizing all social resources for industrial and handicraft development, integrated with the national target program on building new-style rural areas and economic restructuring towards industrialization and modernization.

The province would strengthen support for rural industrial facilities (RIFs) in applying science and technology, innovating equipment, and production processes. This facilitated a transition from resource- and labor-intensive sectors to capital- and technology-intensive industries, serving as a key step to enhance productivity, quality, and the added value of rural industrial products.

For the 2026 - 2030 period, the province planned to establish 07 technical demonstration models to popularize new technologies and products at RIFs. It also aimed to support 182 facilities in applying advanced machinery and equipment, technology transfer, and the adoption of scientific and technical progress into production.

The Program targeted supporting the development of 05 models for cleaner production application in industrial facilities; organizing 02 rounds of "Outstanding Rural Industrial Products" selection at the provincial level to honor and promote high-quality, high-value products. The province would also support the construction of showrooms to introduce products at 10 facilities with typical products and assist 40 facilities in trademark registration and brand building for rural industrial products.

Beneficiaries of the Program included small and medium-sized enterprises (SMEs), cooperative groups, cooperatives, cooperative unions, and individual business households directly involved in industrial and handicraft production in communes and wards; recognized craft villages; facilities applying cleaner production; enterprises investing in industrial cluster infrastructure; artisans in the handicraft sector; and relevant domestic or foreign organizations and individuals involved in industrial promotion activities.

To achieve these goals, the Program focused on several key task groups by building technical demonstration models; supporting the development of rural industrial products; promoting investment in industrial cluster development; handling environmental pollution in industrial clusters and production facilities; developing high-quality human resources; enhancing management, consultancy, and business support capacity; and strengthening communication and information dissemination regarding rural industrial development.

The total estimated budget for implementing the Program in the 2026 - 2030 period is VND 381,700 million, mobilized from the central budget, local budget, reciprocal capital from rural industrial facilities, and other legal sources.

The Provincial People's Committee assigned the Department of Industry and Trade as the lead agency, responsible for developing detailed plans and submitting them to the Ministry of Industry and Trade for the synthesis, appraisal, and approval of national industrial promotion schemes; and coordinating with relevant departments, sectors, and localities for implementation. The Department shall also advise the Provincial People's Committee to submit regulations on contents and expenditure levels for industrial promotion activities from the local budget to the Provincial People's Council, ensuring alignment with practical conditions.

The Bac Ninh Industrial and Trade Development Center shall develop annual industrial promotion plans and cost estimates for submission to competent authorities for approval, contributing to the synchronous and effective implementation of the Program./.
