(BNP) - On the morning of May 16, the Police Department of Firefighting and Rescue of Bac Ninh province organized the Launching Ceremony of Community Education Centers for Firefighting and Rescue in the province.

Attending the program were Colonel Tran The Cuong, Deputy Director of the Provincial Police and Standing Deputy Head of the Provincial Firefighting Steering Committee; representatives of the Firefighting and Rescue Police Bureau (Ministry of Public Security); leaders of departments, sectors, and units, along with numerous teachers and students in the province.
Implementing the directions of the Ministry of Public Security, the Provincial People's Committee, and plans of the Provincial Police on strengthening the implementation of the Law on Firefighting and Rescue, the Provincial Police had promoted propaganda, experience, and practice of firefighting and rescue for the people.
The focus was on implementing Project No. 08 of the Ministry of Public Security on reducing fires causing serious damage to people and property; periodically organizing propaganda points and experiences in firefighting and escape skills for the public; and building Community Education Centers for Firefighting and Rescue operating on weekends.

Recognizing the significance and importance of propaganda, experience, and practice of firefighting and rescue in the current period, the Bac Ninh Provincial Police focused on implementing activities to guide handling skills for fire, explosion, accident, and incident situations occurring in daily life; while building fixed locations to popularize legal knowledge on firefighting and rescue for the People.
Through practical experience activities with firefighting and rescue equipment and vehicles, people had improved their awareness and situational handling skills; strengthened sharing and companionship with the Firefighting and Rescue Police force in ensuring fire safety in the area.
Immediately after the plans were issued, the Firefighting and Rescue Police Department proactively coordinated to survey locations and review existing facilities, vehicles, and equipment to advise on the establishment of Community Education Centers for Firefighting and Rescue.

Through practical assessment, after the merger of administrative boundaries, Bac Ninh province had a large area and a dense population, and the demand for knowledge and skills in firefighting and rescue among the people was increasing. On that basis, the Provincial Police proposed the simultaneous establishment of 02 Centers to create favorable conditions for people to participate in experiencing and practicing firefighting and rescue skills.
The construction of the Centers also contributed to effectively promoting the "4 on-the-spot" motto, improving the ability to handle fire and explosion incidents right from the grassroots; shifting from a "waiting for rescue" mindset to "self-rescue," effectively utilizing the "golden time" in the first 5 minutes when a fire or explosion occurs.
Accordingly, Community Education Center for Firefighting and Rescue No. 1 was located at Facility 1 of the Firefighting and Rescue Police Department on Vo Nguyen Giap street, Tien Phong ward; Center No. 2 was located at Facility 2 of the Firefighting and Rescue Police Department in Hap Linh ward.
While waiting for investment and procurement of synchronized equipment, the Provincial Police utilized existing facilities and vehicles used for professional training to put into operation at the Centers. The items included halls, grounds, firefighting and rescue training towers, swimming pools, escape models in smoke and toxic gas environments; the Fire Safety Inter-family Group model along with many firefighting, rescue, and first aid vehicles and equipment.
The Centers would organize various contents of propaganda, experience, and practice such as popularizing legal knowledge and basic skills on firefighting and rescue; guiding escape skills; practicing the use of fire extinguishers and fire hoses; providing first aid for victims; escaping from heights; rescue swimming; etc.

Speaking at the program, Colonel Tran The Cuong emphasized that along with the pace of socio-economic development, industrialization, and rapid urbanization, firefighting and rescue in the province was posing many urgent requirements.
Currently, Bac Ninh had 37 industrial parks, 96 industrial clusters, about 87 craft villages; nearly 13,980 boarding houses with about 614 thousand workers and laborers renting and about 13,800 houses combined with production and business under State management of firefighting, posing high risks of fire and explosion.
According to statistics, in 2025 and the first quarter of 2026 alone, 92 fires occurred in the province, killing 4 people, injuring 2 people, and causing property damage of about 488 billion VND. One of the reasons leading to serious consequences was that people still lacked knowledge and skills for initial handling, self-escape, and rescue when fire and explosion incidents occurred.
Colonel Tran The Cuong affirmed that propaganda, experience, and practice of firefighting and rescue played a particularly important role in preventing fire and explosion early and from afar; while helping people improve situational handling and safe escape skills. The formation of Community Education Centers for Firefighting and Rescue was extremely necessary, contributing to building a movement of all people participating in firefighting and rescue more deeply and broadly.
For the Centers to operate effectively, he requested the Firefighting and Rescue Police force to continue promoting their core role, proactively organizing training and experience programs close to reality; regularly innovating propaganda methods, and improving the quality of skill guidance for the people.

At the same time, he requested departments, sectors, localities, press agencies, and media to continue coordinating with the Provincial Police to advise on investment to complete facilities, and promote propaganda so that people knew and registered to participate in learning and experiencing at the Centers; and incorporate the content of learning and experiencing firefighting and rescue skills into educational institutions to improve awareness and skills for students right from an early stage.
Emphasizing that the operating conditions had been basically completed, Colonel Tran The Cuong declared that Community Education Centers for Firefighting and Rescue No. 1 and No. 2 were officially operational, serving the People on Saturdays and Sundays every week in Bac Ninh province.
At the Launching Ceremony, delegates, teachers, and students visited and experienced many practical activities such as escaping in a smoke-filled environment; escaping from heights using slow-descent ropes; using portable fire extinguishers to put out fires; providing first aid and moving victims; experiencing rescue swimming; visiting fire trucks, ladder trucks, firefighting robots, and specialized vehicles and equipment serving firefighting and rescue work./.
