(BNP) - The Provincial People's Committee signed Decision approving the Project for the Development of the Emergency Medical System in Bac Ninh Province, 2026-2030 period.

The project aims to strengthen and improve emergency medical capacity at healthcare facilities; invest in equipment and train specialized emergency medical personnel; enhance the application of information technology, contributing to improving the quality of healthcare for the people and ensuring social security in the province's new development phase; and build and operate an efficient, synchronized, and modern 115 emergency medical system.
Accordingly, the goal is that by 2030, Bac Ninh General Hospital No. 1 and No. 2 will master advanced resuscitation techniques: extracorporeal membrane oxygenation (ECMO), open heart surgery, emergency vascular intervention, thrombolysis, continuous renal replacement therapy, etc. 100% of general hospitals will be proficient in basic emergency care (cardiac arrest, cardiovascular emergency care, respiratory emergency care, anaphylactic shock, trauma emergency care, obstetric emergency care, pediatric emergency care, etc.). 100% of health stations will be capable of providing first aid for common illnesses by 2027; and the capacity for initial emergency care at health stations will be further improved by 2030. The mortality rate from common emergencies (cardiovascular, stroke, trauma, obstetrics, etc.) will be reduced by at least 20%. To achieve the above goal, the project outlines the following tasks and solutions:
- Strengthening the emergency medical system network.
- Bac Ninh General Hospital No. 1 and No. 2 will develop intensive care units (ICU), cardiovascular resuscitation units (CCU), stroke centers, and vascular intervention centers… as leading emergency centers, undertaking specialized emergency care, receiving and treating severe and complex cases transferred from other medical facilities.
- Strengthening the 115 Emergency and Transportation Center at Bac Ninh General Hospital No. 1 and No. 2; carrying out emergency care and coordination for general hospitals in the province.
- Bac Ninh Obstetrics and Pediatrics Hospital No. 1 and No. 2 will develop an obstetrics and pediatrics resuscitation center; Other specialized hospitals (Oncology Hospital, Endocrinology Hospital, Traditional Medicine Hospital, Rehabilitation Hospital, etc.) have emergency departments or emergency rooms, providing emergency care within their specialties; coordinating timely patient transfers in emergency situations exceeding their professional capabilities.
Private medical facilities will strengthen their Emergency/Intensive Care Units, performing initial emergency care, intensive care, routine emergency treatment, and organizing out-of-hospital emergency services within the region. A network of out-of-hospital emergency stations will be established, with private medical facilities equipped with sufficient personnel, equipment, medications, and resources to coordinate out-of-hospital emergency services when directed.
The orientation from now until 2030 is to implement cardiovascular techniques at Bac Ninh General Hospital No. 1 and No. 2: ECMO, emergency vascular intervention, defibrillation, and temporary pacing. Stroke emergency care techniques: Intravenous thrombolysis, mechanical thrombectomy... Respiratory techniques: High-flow oxygen therapy (HFNC), invasive mechanical ventilation, non-invasive mechanical ventilation, emergency bronchoscopy. Trauma surgery techniques: Cranial surgery, chest and abdominal trauma, emergency endoscopy, trauma resuscitation (ATLS). Poison control and resuscitation techniques: Continuous hemodialysis, blood adsorption in poisoning, multi-organ resuscitation…
In addition, training and developing emergency medical personnel. Developing a job position plan, including emergency medical positions; increasing recruitment, hiring, and attracting a sufficient number of people to work in emergency medical positions, in accordance with the unit's actual situation and ensuring professional work according to regulations. Improving the professional quality of the emergency medical team: Sending doctors for postgraduate training in Emergency Medicine and Intensive Care; Each year, at least 5 doctors are sent for training to become specialists in Level 1, Level 2, and Master's degrees in the field of emergency and resuscitation. Teams/squads are sent for training in new, advanced emergency techniques, aligning with the province's emergency technical development orientation. Each year, at least 12 teams, comprising approximately 12 doctors and 20 nurses/technicians, are sent to central hospitals for training in emergency techniques, receiving hands-on training.
Information technology and digital transformation are applied to complete the construction of the province's health databases, ensuring connectivity, sharing, and interoperability of data between healthcare facilities and other databases to effectively implement electronic health records, electronic medical records, electronic prescriptions, and manage people's health data. Integrate the 113, 114, and 115 emergency hotlines and organize the emergency communication system into a National Emergency Information Reception and Processing Center.
Develop a Resolution of the Provincial People's Council stipulating policies to attract, incentivize, and support the training and development of high-quality human resources in Bac Ninh province for the period 2026-2030.
The total estimated funding required for the project during the 2026-2030 period is VND 113.6 billion.
