Bac Ninh continues to lead country in Index of direction, administration and quality of service to people and businesses in electronic environment

(BNP) - According to the results announced on the National Public Service Portal, as of November 10, 2025, Bac Ninh province continues to maintain the No. 1 position nationwide in the Index of direction, administration and assessment of service quality for people and businesses in performing administrative procedures and public services in the electronic environment, with 92.28/100 points - marking the 8th consecutive week leading the country.

The Provincial People's Committee Office rose to the number 1 position with 95.38 points.

Maintain stability, maintain the top position

Compared to last week, Bac Ninh 's score increased by 0.20 points, continuing to maintain a stable growth momentum (fluctuating between 0.15 and 0.35 points/week). With this result, Bac Ninh now surpasses Hai Phong and Dong Nai (both reaching 91.65 points) by about 0.63 points, becoming the only locality in the country to surpass the 92-point mark.

This achievement reflects the stability and unity in direction and administration of the provincial leaders, along with the efforts of departments, branches, localities and staff and civil servants in administrative reform, improving the quality of service to people and businesses.

Component indices continue to improve positively

Last week, 4/6 component indexes of Bac Ninh increased in score, including: Document digitization increased by +0.09 points, reaching 21.01/22 points (95.5%). Document processing progress increased by +0.05 points, reaching 19.20/20 points (96.0%) and Online public services and Online payment, each index increased by +0.03 points; in which Online payment reached 9.91/10 points (99.1%).

The remaining two indicators, Transparency and Satisfaction, remained stable at a high level, reaching 87.9% and 99.2%, respectively. Notably, Online Public Services (8.48/12 points - equivalent to 70.7%) is still the indicator with the greatest room for improvement. If it reaches 90%, the province can increase by about 2.3 points, continuing to firmly consolidate its leading position.

The Provincial People's Committee Office leads the departments and branches

According to the weekly ranking, the Provincial People's Committee Office rose to the No. 1 position with 95.38 points, surpassing the Department of Ethnic Minorities and Religions (94.53 points) and the Provincial Industrial Parks Management Board (94.30 points). These three units all scored over 94 points, demonstrating active and even competition in the top group. The group with good results (90 - 94 points) includes: Department of Health, Department of Science and Technology, Department of Construction, Department of Agriculture and Environment, Department of Justice and Department of Culture, Sports and Tourism.

The group that needs improvement (under 90 points) includes: Department of Home Affairs, Department of Industry and Trade, Department of Education and Training and Department of Finance, in which the Department of Finance is facing technical difficulties in synchronizing data with the Business Registration System of the Ministry of Finance .

At the grassroots level, Hop Thinh commune continues to lead with 93.99 points, closely followed by Bac Giang ward (93.92 points) and Tan Tien ward (93.70 points). Notably, Viet Yen ward increased sharply by +1.01 points, rising from 23rd to 4th in the province - the unit with the most outstanding progress of the week.

Overall, the gap between the top 10 leading communes and wards is only 1.24 points, reflecting relatively equal service quality. However, the bottom group is still about 5.57 points lower than the top group, and needs continued technical support and resources to improve service quality.

Focus orientation for the coming time

To continue maintaining its leading position, Bac Ninh focuses on implementing key tasks such as promoting the digitization of records, striving to achieve maximum scores in the next 2-3 weeks. Improve the Online Public Service Index through reviewing and expanding eligible procedures, and strengthening guidance for people and businesses to use online services. Complete the Online Payment Index, handle existing special cases. At the same time, implement a support program for groups of communes and wards with limited capacity, with the goal of raising this group's score to over 91 points in the next 4 weeks. Fix technical errors, ensure data synchronization and transparency.

With a stable approach, steady growth and determination to innovate in administrative reform, Bac Ninh is expected to continue to maintain its leading position in the country in terms of operating index and quality of service to people and businesses in the electronic environment in the coming time.
