National online conference to implement tasks and solutions for development of science and technology, innovation, and digital transformation in 2026

(BNP) - On the morning of December 25th, the Central Steering Committee on Science and Technology Development, Innovation, and Digital Transformation held a nationwide online conference to summarize the work of 2025 and implement key tasks and solutions for 2026. At the Bac Ninh Provincial Party Committee's venue, Mr. Nguyen Hong Thai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Steering Committee, chaired the conference. Attending the conference were Mrs. Nguyen Thi Huong, Standing Deputy Secretary of the Provincial Party Committee and Deputy Head of the Provincial Steering Committee; Mr. Tran Huy Phuong, Deputy Secretary of the Provincial Party Committee and Deputy Head of the Provincial Steering Committee; Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee.

The report presented at the conference showed that in 2025, ministries, central and local agencies focused on decisively implementing assigned tasks, completing 1,227 out of 1,298 tasks, achieving 95%; the rate of online public service provision and full-process online public services at the central level reached 53.3% and 31.36%, respectively, and at the local level reached 93.9% and 45%; the rate of citizens and businesses using online public services increased sharply, reaching 77% at the ministerial level and 86.7% at the provincial level, helping to save approximately VND 4,100 billion in social costs.

National digital transformation has continued to advance, with key platforms such as the National Population Database, the National Public Service Portal and the VNeID electronic identification application coming into operation and beginning to prove effective, especially as the two-tier local administration model is implemented. The rate of online administrative dossiers has increased, while administrative procedures have been simplified, saving thousands of billions of VND for citizens and businesses and improving transparency and governance efficiency. Science, technology and innovation have gradually taken a more systematic approach, aligned with global trends and priority sectors. International cooperation has expanded, and the participation of technology enterprises and investment funds has helped form initial drivers for the commercialization of research results and the development of high value-added products.

General Secretary Lam stressed that 2026 is of special significance as the first year of implementing the Resolution of the 14th National Party Congress. Early in the new term, the Party Central Committee will issue two strategic resolutions - one on transforming the national development model based on science and technology, and another on mobilising resources for double-digit economic growth.

General Secretary Lam emphasized the need to develop concrete applications and products serving socio-economic development and people’s needs, with public and business satisfaction as the ultimate measure. Digital transformation must be closely linked with administrative reforms, organizational streamlining and the effective operation of the two-tier local administration model.

He highlighted the importance of concentrating resources on strategic technologies and product commercialization, strengthening linkages among the State, educational institutions and enterprises, and prioritizing high-tech zones, innovation centers and smart cities as testing and diffusion spaces.

Following the directives of General Secretary To Lam and Prime Minister Pham Minh Chinh, Secretary Nguyen Hong Thai requested members of the Provincial Steering Committee and the working group to closely adhere to the conclusions and directives of the General Secretary - Head of the Central Steering Committee at this meeting, as well as the directives of the Central Steering Committee and the province; focusing on leadership and guidance, proactively reviewing assigned tasks and targets regarding science and technology, innovation, and digital transformation.

Departments, agencies, and units assigned tasks are required to immediately research and implement the contents within their authority, absolutely without waiting, shirking, or avoiding responsibility. The role and responsibility of the head of each agency must be emphasized in providing decisive, thorough, and direct guidance, creating a transformation in the direction and implementation of tasks.
