Opening of 6th session of 20th Bac Ninh Provincial People's Council, 2026-2031 term

(BNP) - On the morning of July 15th, at the Provincial Conference Center, the 6th Session of the Bac Ninh Provincial People's Council, 20th Term, 2026-2031 (the regular mid-year session) officially opened.

The delegates attend the session.

Attending the session were Mr. Nguyen Viet Oanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ms. Tran Thi Hang, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairwoman of the Provincial People's Council; Ms. Lam Thi Huong Thanh, Member of the Standing Committee of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council; Mr. Nghiem Xuan Huong, Provincial Party Committee Member, Vice Chairman of the Provincial People's Council; Mr. Nguyen Anh Tuan, Provincial Party Committee Member, Vice Chairman of the Provincial People's Council, presiding over the session.

Also attending the session were Ms. Nguyen Thi Huong, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Tran Van Lam, Vice Chairman of the National Assembly's Committee on Delegate Affairs, National Assembly delegate of Bac Ninh province in the 16th term; members of the Provincial Party Standing Committee; leaders of the Provincial People's Committee; members of the Provincial People's Committee; leaders of central agencies located in the province; leaders of provincial departments, boards, agencies, units, and organizations; communes and wards; and delegates of the Bac Ninh Provincial People's Council, 20th term, 2026-2031.

In his opening speech, Chairman Nguyen Viet Oanh emphasized that in the first six months of 2026, the province achieved many positive results with a GRDP increase of 10.56%, leading the country in exports, and a 30.2% increase in budget revenue. He also stated that the session would consider and approve 41 draft resolutions aimed at removing bottlenecks, creating momentum for development, and building Bac Ninh into a centrally-governed city. According to the report of the Provincial People's Committee, in the last six months of the year, Bac Ninh focused on accelerating the disbursement of public investment capital, attracting investment, developing industry, trade, services, and high-tech agriculture; promoting administrative reform, digital transformation, ensuring social security, and maintaining national defense and security.

At the meeting, the Provincial People's Council approved a Resolution endorsing the establishment of 12 new wards, raising the total number of commune-level administrative units in the province to 99 (45 wards, 54 communes); and also approved the establishment of Bac Ninh City directly under the Central Government, based on maintaining the existing administrative boundaries of the entire province, with an area of ​​4,713.75 km² and a population of nearly 4 million people. The resolutions passed provide an important basis for implementing socio-economic development tasks and perfecting the local government model in the new period.
