(BNP) – On the afternoon of April 15, at the Provincial Party Committee headquarters, a conference was held to review cooperation results for the 2020–2025 period and to sign a comprehensive cooperation agreement for 2026–2030 between the Bac Ninh Provincial People’s Committee and Vietnam Post Corporation.

Attending the signing ceremony were Member of the Party Central Committee and Secretary of the Provincial Party Committee Nguyen Hong Thai; Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People’s Committee Mai Son; along with leaders of provincial departments, agencies, and related units.
Representing Vietnam Post Corporation were Chairman of the Members’ Council Nguyen Truong Giang, and Deputy General Director Pham Anh Tuan.
Under the cooperation program for the 2020–2025 period, with close direction and management from Vietnam Post Corporation, Bac Ninh Post Office had effectively implemented the receipt and return of administrative procedure results through public postal services across the province. The total number of dossiers received and returned exceeded 233,000, accounting for about 30% of all administrative procedure dossiers processed.
The model of postal staff supporting or replacing civil servants at “one-stop-shop” divisions had been deployed in 11 public administrative service centers at the commune and ward levels. The province currently had 345 postal service points, covering all communes, forming an important foundation for delivering public services and digital services to citizens. The provincial post office had also closely coordinated with departments, sectors, and localities in paying pensions, social insurance benefits, allowances for people with meritorious services, and social assistance. E-commerce activities had grown strongly, with more than 7,300 seller accounts and 1,689 products listed on e-commerce platforms.

Speaking at the ceremony, Mr. Mai Son highlighted several key socio-economic development achievements of the province, emphasizing that Bac Ninh was entering a new development phase with expanded space and aimed to become a centrally-governed city.
The province was forming a leading national center for electronics industry, high technology, and exports, requiring the synchronized development of modern infrastructure systems, digitized public services, e-commerce infrastructure, and a widespread digital financial network down to the grassroots level. In this context, postal infrastructure was no longer just a traditional service but had become a key component of the digital economy and digital society infrastructure. The province identified administrative reform and improving service quality for citizens and businesses as a consistent core task.
The province aimed to develop the postal network under the model of “each commune having a service point,” thereby providing diverse services ranging from postal, financial, and public administrative services to social security payments and grassroots digital transformation support. At the same time, it would enhance the application of information technology and improve the capacity of officials, especially at the commune level.
Bac Ninh would study and pilot a model in which postal employees participate in supporting, receiving, and returning administrative procedure results at the commune level, aiming to improve professionalism, reduce the workload on the administrative system, and enhance satisfaction among citizens and businesses. Implementation would comply with legal regulations, with strict monitoring and evaluation as a basis for wider replication.
He called on departments, sectors, and localities to closely coordinate in implementing cooperation contents bringing practical benefits to citizens and businesses.

At the event, Chairman of the Members’ Council of Vietnam Post Corporation Nguyen Truong Giang highly appreciated Bac Ninh’s potential, advantages, and development pace, and expressed hope that provincial leaders would continue to facilitate the company’s participation in socio-economic development fields. Building on previous achievements, the corporation affirmed it would focus resources, technology, and experience to effectively implement cooperation contents, especially in digital transformation, postal infrastructure, logistics, public administrative services, e-commerce, and social security payments.
Provincial Party Secretary Nguyen Hong Thai acknowledged and highly appreciated the corporation’s support over the past period, particularly in public postal services, administrative reform support, social security payments, and promoting the consumption of local agricultural products. The postal network had expanded to the commune level, bringing public and digital services closer to citizens.
He emphasized that the province consistently supported and accompanied enterprises, promptly resolving difficulties and creating favorable conditions for effective operations. He also expressed hope that Vietnam Post Corporation would continue to invest resources, technology, and suitable models aligned with local realities.
At the ceremony, leaders of the Bac Ninh Provincial People’s Committee and Vietnam Post Corporation signed a comprehensive cooperation agreement for 2026–2030, focusing on areas such as provision of postal and public administrative services; development of postal financial services; distribution, communication, and consumption of agricultural and OCOP products; and development of postal infrastructure and networks in the province.
Key priorities included improving the effectiveness of administrative reform and developing e-government and digital government in the province; expanding services for receiving and returning administrative procedure results and guiding citizens in using online public services through the postal network; developing postal infrastructure, logistics, and e-commerce to support the consumption of OCOP and local specialty products on the e-commerce platform (nongsan.buudien.vn) and other channels, thereby promoting the rural economy; accelerating digital transformation and building a digital government, digital economy, and digital society; and developing the postal network so that each commune and ward had a service point and every citizen could access digital postal services.
