(BNP)- On the afternoon of April 22, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee Pham Van Thinh chaired a working session regarding site clearance for Yen Lu industrial park (IP), Yen Lu IP (expansion) phase 1, and the status of power supply for Yen Lu industrial cluster (IC). Attending the meeting were representative leaders from relevant departments, sectors, and units.
Overview of the working session.
According to reports at the meeting, the investment project for the construction and infrastructure business of Yen Lu IP was approved for investment policy by the Prime Minister in Decision No. 2242/QD-TTg dated December 31, 2021. The project spanned 377 hectares, located in Yen Dung ward, Bac Ninh province.
To date, compensation and site clearance had achieved many positive results. The total area of recovered land with approved compensation and support plans reached approximately 360.7/377 hectares, equivalent to 95.7% of the total project area. Specifically, 343.17 hectares had been handed over to the investor; the remaining area was being addressed by agencies and localities to resolve difficulties, complete documentation, and organize implementation.
Representatives of relevant units discuss and analyze difficulties and obstacles in site clearance.
The Yen Lu IP (expansion) phase 1 project was approved for investment policy by the Prime Minister in Decision No. 636/QD-TTg dated July 12, 2024. The scale of the phase 1 project was 119.83 hectares. Currently, the investor was implementing procedures and investing in the construction of a wastewater treatment plant while simultaneously carrying out preparations for on-site construction as soon as conditions are met. However, the site clearance progress for the Yen Lu IP (expansion) phase 1 project was behind the approved schedules. The reasons included obstacles in establishing and updating changes to agricultural land use rights after land consolidation and exchange; difficulties in re-issuing or newly issuing certificates due to the absence of land users; and challenges in verifying land origins.
At the meeting, relevant units reported on implementation progress and analyzed difficulties in site clearance, relocation of technical infrastructure, and coordination between departments, sectors, and localities with the investor. Subsequently, solutions were proposed to complete compensation and site clearance for the remaining project area.
Vice Chairman of the Provincial People's Committee Pham Van Thinh concludes the working session.
In his concluding remarks, Vice Chairman of the Provincial People's Committee Pham Van Thinh emphasized that IP and IC projects in Yen Lu play an important role in attracting investment, developing industry, and creating motivation for local socio-economic development. Therefore, departments, sectors, and localities must focus highly on site clearance, identifying it as a central and urgent task.
The Vice Chairman requested specialized agencies and localities to review all pending issues and obstacles related to land, land use origins, and policies for compensation and resettlement support; and to strengthen communication and mobilization to gain consensus from the people for site handover. Additionally, the investor would coordinate closely with the locality and proactively allocate resources to accelerate project progress.
Regarding the power supply infrastructure for Yen Lu IC, the Vice Chairman requested relevant units to urgently complete acceptance procedures and speed up the construction of items to meet the electricity needs for production and business activities of enterprises once the projects come into operation./.
