(BNP) – The Provincial People's Committee, has signed and issued Plan No. 216/KH-UBND to implement the Project “Building a Data Center for Traffic Management, Monitoring, Violation Handling, and Operation in the period 2026-2030, with a vision to 2050”.
By 2028, the province aims to complete the construction and operation of a Level 2 center located at the Traffic Police Department of the Provincial Public Security.
According to the Plan, Bac Ninh province will focus on implementing a comprehensive set of tasks and solutions to modernize traffic management; building a Level 2 data center to serve traffic command and control, management, monitoring, and violation handling in a digital environment. Through this, the province aims to gradually innovate the methods of ensuring traffic order and safety, shifting from manual management to smart management based on Big Data, Artificial Intelligence (AI), and digital technology; contributing to reducing traffic accidents, traffic congestion, and legal violations.
By 2028, the province strives to complete the construction and operation of a Level 2 Center located at the Traffic Police Department of the Provincial Public Security; ensuring interconnected data sharing with the Level 1 Center. Simultaneously, it will deploy a camera surveillance system to ensure traffic order and safety, and public order on several key national highways, provincial roads, railways, and inland waterways; and complete the platforms and application software for shared use in managing, monitoring, handling violations, and operating traffic in a digital environment.
By 2030, Bac Ninh will continue to expand its surveillance camera system on expressways, national highways, provincial roads, urban roads, and key transportation routes; complete a data-driven and AI-based traffic management platform to detect violations, analyze, forecast, and coordinate traffic in real time; and develop digital transportation services for citizens and businesses.
The vision for 2050 is to build a modern, interconnected national digital traffic management system covering all road, rail, and inland waterway routes; effectively apply big data and artificial intelligence in traffic management, contributing to reducing accidents, limiting congestion, and improving the safety and smoothness of the transportation system.
To achieve the set goals, the province will implement two key component projects: Investing in the construction of a Level 2 Data Center at the Traffic Police Department of the Provincial Public Security with an estimated total cost of VND 158 billion; and investing in a surveillance camera system to ensure traffic safety and security on traffic routes managed by the Provincial Police with an estimated cost of VND 194.5 billion. It is expected that approximately 400 new cameras will be installed, including about 20 speed cameras, while existing camera systems will be integrated into the Data Center for centralized management and operation.
The Provincial People's Committee assigns the Provincial Public Security to lead the implementation of the Project; coordinating with relevant departments, agencies, and localities to carry out tasks related to infrastructure development, institutional reform, data standardization, human resource training, and system operation. Relevant agencies and units, based on their assigned functions and tasks, should proactively implement the plan to ensure timely and effective execution, contributing to building a safe, civilized, and modern traffic environment in the province.
