(BNP) - The People's Committee of Bac Ninh province, has signed and issued Plan No. 30/KH-UBND to implement the Memorandum of Understanding on cooperation between the People's Committee of Bac Ninh province and the Military Industry and Telecommunications Group (Viettel) to implement Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation and digital transformation.

According to the plan, the People's Committee of Bac Ninh province and Viettel Group will focus on coordinating the implementation of several key contents. Specifically, the two sides will strengthen the exchange and sharing of information and experience in surveying needs, researching mechanisms and policies for the development of science, technology, innovation, digital transformation, and the low-income economy; serving as a basis for provincial agencies to research, develop, adjust, and supplement programs, plans, and projects in accordance with central government directives and local conditions.
Bac Ninh province will also consider inviting representatives and experts from Viettel Group to participate in the province's steering committees, working groups, and advisory groups related to the development of science, technology, innovation, digital transformation, and the low-income economy, in order to provide professional advice and share experiences in the implementation process.
In addition, the parties will coordinate surveys and assessments of the current status and development needs of infrastructure serving science, technology, innovation, digital transformation, and the low-level economy in the province, as a basis for planning and infrastructure development. The province will allocate resources according to the assigned authority to develop high-quality broadband infrastructure; build a synchronous, modern, and secure postal, telecommunications, and information technology infrastructure to meet the requirements of e-government, smart cities, and digital transformation.
The plan also identifies the need to accelerate the development of 5G and 6G telecommunications infrastructure, data integration centers, dedicated data transmission lines, Internet of Things infrastructure, cloud computing, digital payment platforms, and ensure network security. The goal is to achieve 100% 5G coverage for the population by 2026. Priority is given to developing telecommunications infrastructure in industrial parks, high-tech industrial parks, and concentrated information technology parks to serve digital transformation and low-level economic development.
Regarding implementation, the Plan clearly assigns responsibilities to relevant departments, agencies, localities, and units of Viettel Group in leading and coordinating the implementation of each specific content; it also requires regular monitoring and evaluation of implementation results, timely reporting, and proposals for the Provincial People's Committee to consider and direct in order to ensure the effective implementation of the Memorandum of Understanding, contributing to promoting the development of science, technology, innovation, and digital transformation in Bac Ninh province.
