Plan for developing pilot project on low-altitude spatial economy in Bac Ninh

(BNP) - The People's Committee of Bac Ninh province and the Military Industry and Telecommunications Group (Viettel Group) have just issued Plan on the development of a pilot project for low-altitude spatial economic development in Bac Ninh province.

According to the Plan, the project aims to establish a pilot mechanism (sandbox) for the application of drones to quickly transport components, materials, and goods between factories, warehouses, and production facilities within industrial zones in the province; and to apply drones in civil defense, especially in search and rescue operations.

The plan aims to complete the legal framework, creating a foundation and prerequisite for expanding the development of low-altitude space economy in Bac Ninh; gradually forming an ecosystem for exploiting low-altitude airspace to serve transportation, surveillance, agriculture, logistics, promote innovation, and economic growth. Implementation will ensure compliance with the law, functions, tasks, and authority of the Bac Ninh Provincial People's Committee and Viettel Group.

The plan will be implemented in three phases. Phase 1 focuses on establishing infrastructure and legal frameworks, including proposing a sandbox mechanism to allow for the application of a pilot legal framework, commercial flights, and simplification of flight permit procedures within industrial zones in the province.

Phase 2 involves the installation and trial operation of 3 GNSS RTK stations and 5 automated take-off and landing (Vertical Port) stations; testing the transportation of electronic component shipments weighing under 20kg on fixed routes; and conducting civil defense drills for search and rescue operations.

Phase 3 will evaluate and summarize the model, serving as a basis for replication in other industrial zones in the province and ensuring readiness for search and rescue operations when required.

Regarding implementation, the Bac Ninh Provincial People's Committee established a working group to develop the pilot project, headed by a leader of the Provincial People's Committee; proposed a sandbox mechanism to the competent authority; selected a qualified unit to participate in building the technical infrastructure and technological solutions; coordinated the airspace and flight management methods to ensure no impact on national defense objectives; and developed response plans for incidents such as drone crashes, violations of restricted areas, and frequency interference. Simultaneously, it directed relevant agencies and localities to provide complete data and information to support the development and implementation of the project as required.

Viettel Group is responsible for proposing the draft pilot project; completing research on specialized equipment and integrating logistics services on drones; investing in necessary infrastructure and equipment such as drones, charging stations, landing sites, and 5G networks according to the approved plan; directly operating the technical aspects and being responsible for cargo safety. Simultaneously, coordinate the proposal to develop regulations, standards, and norms related to flight safety management, cybersecurity, and civil liability for cargo transportation by drone within the province.
