Bac Ninh strives to achieve “Learning Province” status by 2030 and join UNESCO Global Network of Learning Cities

(BNP) – The Provincial People’s Committee issued Plan to implement the Project “Building a Learning Society for the 2021–2030 period” in the province for the 2026–2030 phase.

The plan aims to continue developing a learning society across the province. By 2030, Bac Ninh seeks to basically fulfill the objectives of the “Building a Learning Society for the 2021–2030 period” project, creating an open and flexible learning environment that enables lifelong learning for all citizens, improving educational standards, and developing a workforce equipped with vocational and digital skills to meet socio-economic development and digital transformation requirements.

The plan also sets out specific targets by 2030. In terms of literacy and universal education, 100% of wards and communes are expected to maintain universal preschool education for kindergarten and 5-year-old children, and achieve Level 3 universal primary and lower secondary education standards. All wards and communes will maintain Level 2 literacy standards, with over 99% of people aged 15–60 achieving Level 2 literacy.

Regarding basic competencies and qualifications, at least 70% of the working-age population will be equipped with information literacy and life skills, while 60% of people aged 15 and above will receive vocational or technical training.

In terms of the effectiveness of educational institutions, the province targets that 90% of universities will implement digital university models and develop digital learning resources; at least 85% of general education institutions, continuing education centers, vocational training institutions, and other educational facilities will conduct management, teaching, and learning activities in digital environments; and at least 90% of community learning centers will apply information technology in their operations.

Additionally, in building learning models within society, the province aims for at least 60% of citizens to achieve the title of “learning citizen,” and 50% of wards and communes to be recognized as “learning communities” based on established criteria. Notably, Bac Ninh strives to meet the criteria of a “learning province” and join the UNESCO Global Network of Learning Cities after becoming a centrally governed city.

To achieve these goals, the Department of Education and Training has been assigned as the standing agency, responsible for advising the provincial People’s Committee in directing and implementing six key groups of tasks and solutions. These include strengthening leadership and direction; raising awareness and responsibility among all levels, sectors, and society; improving mechanisms and policies; and enhancing coordination in building a learning society.

The province will also develop an open education system and promote lifelong learning in communities; expand and replicate effective learning models; ensure proper evaluation and recognition of such models; and promote the application of information technology and digital transformation in lifelong learning. Educational institutions will be encouraged to develop digital learning repositories, utilize open educational resources, and organize online learning programs and digital skills training for citizens, thereby expanding learning opportunities for all.

At the same time, Bac Ninh will promote learning within enterprises and improve workforce quality by encouraging businesses to create learning environments, gradually forming “learning enterprises.”
