Development of Digital Infrastructure in Bac Ninh povince for 2025–2030 period

(BNP) - The Provincial People's Committee has just signed Plan on developing digital infrastructure in Bac Ninh province for the period 2025-2030.

The plan aims to develop digital infrastructure with ultra-large capacity, ultra-broad bandwidth, universality, sustainability, intelligence, openness, and security to meet the requirements of digital economy, digital society, and digital government development — thereby promoting socio-economic growth and ensuring national defense and security. Digital infrastructure will be developed to be advanced and modern, prioritized for development and protection, similar to transport and energy infrastructure. It will be developed in a synchronized manner — planned and implemented in parallel with transport, power, lighting, underground works, and other technical infrastructures. Enterprises are encouraged to collaborate effectively in developing shared and co-utilized digital infrastructure. At the same time, a favorable environment will be created for enterprises of all economic sectors to participate in investing and developing digital infrastructure. The digital infrastructure product and service market will develop rapidly and sustainably in a fair and healthy competitive environment.

The overall goal of the plan is to develop digital infrastructure to serve digital transformation and lead the development of digital government, digital economy, digital society; create momentum for rapid development of industries, fields and economies, especially the digital economy. Develop advanced, modern digital infrastructure, super large capacity, super wide bandwidth on par with advanced countries; gradually master a number of strategic technologies, digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nano, 5G, 6G mobile information and a number of new technologies.

The plan sets the goal that by 2030, 100% of users will have access to fiber optic connections with speeds of 1Gb/s or higher; 5G mobile broadband networks will cover 100% of the province’s population; and the province will build and ensure capacity and readiness for 6G mobile network trials. The rate of IPv6 usage across the province will reach at least 90%; the entire provincial Internet network will be fully transitioned to IPv6, ready for IPv6-only operations and the Internet of Things (IoT). At the same time, investment will be prioritized in developing green-standard data centers that support artificial intelligence (AI) applications meeting international standards. The existing provincial data center will continue to be upgraded to meet green standards and to support AI applications serving e-government, digital government, smart city development, and digital transformation.

To complete the set goals, the Plan proposes solutions to build and perfect mechanisms and policies for developing digital infrastructure; actively promote and improve the capacity to exploit digital infrastructure; prioritize the development of digital infrastructure such as transport and energy infrastructure; mobilize resources, ensure funding and human resources for implementation. Implement legal documents, policies and guiding documents on ensuring network safety and security, and protecting personal data in the province. Proactively and synchronously implement measures to detect and handle sources of information that violate the law; refuse to cooperate and do business with organizations and enterprises that violate the law and not let organizations, enterprises and individuals that violate the law use their infrastructure; protect the rights of users, respond to, handle and prevent violations of the law on telecommunications infrastructure. At the same time, research and apply new technologies in deploying broadband Internet access networks including low-orbit satellites to serve the needs of people in using broadband access services in remote, isolated and disadvantaged areas in the province; at the same time, ensure infrastructure for IoT connection applications. Research, develop and apply digital technology delivery platforms such as national platform services, shared platforms of industries, fields, regions in the province...

The Department of Science and Technology will take the lead in guiding departments, agencies, district- and commune-level People’s Committees, and telecommunications enterprises in implementing the plan; and direct media agencies to disseminate information about the plan’s contents and the results of digital infrastructure development serving digital transformation across the province. It will coordinate with specialized units under the Ministry of Science and Technology in performing state management of telecommunications, implementing strategic solutions, and creating favorable conditions for local telecom enterprises to grow and enhance service quality and competitiveness. In addition, the Department will work closely with relevant departments and agencies to address difficulties and obstacles faced by telecom enterprises, supporting and facilitating their efforts to develop digital infrastructure—particularly the construction of 5G poles and base stations.

At the same time, it will build and develop a telecommunications infrastructure management information system integrated with a digital map and promote digital transformation in state management of telecommunications. The Department will advise on policies to encourage enterprises to invest in and develop digital infrastructure; enhance the shared use of telecommunications infrastructure and its co-utilization with technical infrastructure in other sectors; and promote the underground installation of information cables. It will also promptly advise and report to the Provincial People’s Committee on necessary amendments and supplements during implementation to ensure alignment with the province’s socio-economic development conditions.
