Bac Ninh deploys Plan to maintain and improve PAR INDEX and SIPAS in 2026

(BNP) - Mr. Mai Son, Standing Vice Chairman of the Provincial People's Committee, has just signed and issued Plan No. 182/KH-UBND on maintaining and improving the Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) of Bac Ninh province in 2026.

The plan sets the goal for 2026 that the province's PAR INDEX will continue to be among the top 10 provinces and cities nationwide; the SIPAS index will strive to be among the top 15 provinces and cities nationwide. In particular, many key areas have been assigned specific targets such as: Administrative reform leadership and management; administrative procedure reform; administrative apparatus reform; civil service reform; public finance reform; Digital transformation in state administrative agencies… all strive to be among the top 5 provinces nationwide. Regarding institutional reform, the goal is to be among the top 10 provinces nationwide.

To achieve the above goals, the Provincial People's Committee requires departments, agencies, and commune-level People's Committees to identify improving the PAR INDEX and SIPAS as a key task in administrative reform in 2026; implementing tasks according to the motto "clear person, clear task, clear progress, clear responsibility," linked with the evaluation of the head of each agency.

In the field of administrative procedure reform, the province requires agencies and localities to focus on resolving dossiers correctly and ahead of schedule; promoting the digitization of dossiers, online payments, and electronic authentication; and improving the quality of service to citizens and businesses. The Provincial People's Committee Office is tasked with monitoring, urging, and strictly handling cases of delayed dossier resolution due to subjective reasons.

Regarding digital transformation, the Department of Science and Technology is leading the effort to address limitations related to the integration and sharing of national data and to upgrade the province's e-portal to meet technical requirements. Simultaneously, agencies and localities are stepping up efforts to promote and guide citizens in using full-process online public services and online payments.
