(BNP) - On the occasion of the 51st anniversary of the Liberation of the South and National Reunification (April 30) and International Workers' Day (May 1), on the afternoon of April 28, Member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Organizing Commission Nguyen Duy Ngoc along with a central working delegation visited and presented gifts to policy families, people with meritorious services, poor households, workers, and laborers in difficult circumstances in 05 communes of the (former) Yen Phong district, including: Yen Phong, Tam Giang, Tam Da, Yen Trung, and Van Mon.

Reporting on the socio-economic situation and the lives of the people in Bac Ninh province, Vice Chairman of the Provincial People's Committee Le Xuan Loi stated that despite many difficulties and challenges in the international and domestic context, under the decisive leadership of the Central Government, the Provincial Party Committee, the People's Council, and the Provincial People's Committee, along with the synchronized involvement of the entire political system, the business community, and the people, the socio-economic situation of Bac Ninh province continued to maintain positive development momentum, creating a solid foundation to improve people's lives.
In 2025, Bac Ninh recorded many economic indicators among the top in the country. The Gross Regional Domestic Product (at current prices) reached over 522,618 billion VND, exceeding the set target; the GRDP growth rate reached 10.27%, ranking 5th in the country, 4th in the Red River Delta region, and being one of 6 localities to achieve double-digit growth. Total import-export turnover continued to be among the top 2 localities in the country, accounting for about 20% of the national total. Investment attraction reached approximately 20 billion USD, with FDI alone reaching 5.73 billion USD, ranking 2nd in the country. State budget revenue reached 76,208 billion VND, equal to 134% of the estimate, ranking 8th in the country.
In the first quarter of 2026, the province's GRDP was estimated to increase by 9.82%, ranking 5th in the country; average GRDP per capita reached 5,852 USD, 1.16 times higher than the general average. Total import-export turnover reached 45.9 billion USD, of which exports reached 23.16 billion USD, continuing to lead the country. Converted investment attraction reached about 5.2 billion USD, affirming its position as a major industrial center in the Northern region.
Along with economic growth, the infrastructure system continued to receive strong investment, especially key projects such as Gia Binh International Airport, Ring Road 4 - Hanoi Capital Region, and inter-regional connecting transport routes. Healthcare, education, and cultural infrastructure were increasingly improved, better meeting the needs of the people.
The field of social security continued to receive attention. The rate of people participating in health insurance reached over 95%. Hospitals and medical facilities had strongly implemented electronic medical records and VNeID electronic health books, connecting with central-level hospitals to facilitate medical examination and treatment for the people. Education quality remained among the top in the country. Policies to care for people with meritorious services, poverty reduction, and support for vulnerable groups had been implemented fully and timely. Each year, on average, the provincial budget allocated about 240 billion VND for gratitude activities and caring for people with meritorious services.
In particular, during the 2024 - 2025 period, the province supported the new construction and repair of 454 houses for people with meritorious services and relatives of martyrs; built and repaired 2,266 temporary and dilapidated houses for households with a budget of more than 130 billion VND; nearly 472 "Great Solidarity" houses were completed, contributing to improving living conditions for the people. Poverty reduction achieved many positive results.

Recognizing and highly evaluating the efforts and results achieved by the Party organization, authorities, and people of Bac Ninh province in recent times, especially the high growth rate, investment attraction, and its position as an industrial center, the Head of the Central Organizing Commission emphasized that with its special position as a high-tech industrial center, a vital growth pole of the Capital region and the top of the country, Bac Ninh province must be a pioneer and leader, exceeding the set goals and targets.
Specifically, the province should continue to effectively implement the Resolution of the 14th National Party Congress, the strategic resolutions of the Central Government, and the Resolution of the 1st Provincial Party Congress with a synchronized and consistent action program; strengthen the building of a clean and strong Party and political system; enhance the capacity for development creation and implementation governance, operating a two-level local government model with efficiency, power, and effectiveness. Along with that, awaken all potentials and strengths to maintain a high and sustainable growth rate, striving to achieve and exceed the GRDP growth target of 10% per year or more in the 2026 - 2030 period; establish a new growth model, taking science, technology, innovation, digital transformation, and cultural resources as the main drivers; drastically remove bottlenecks, improve the investment environment, and promote investment attraction; focus on developing strategic transport infrastructure, connecting with neighboring provinces, the Capital Region, and inter-regions; develop high-tech industry, semiconductor industry, electronics, and supporting industries; and soon build Bac Ninh into a centrally-run city as set out in the Resolution of the 1st Provincial Party Congress for the 2025 - 2030 term.
Continue to pay attention to, visit, and care for other policy families and people with meritorious services in the area, performing gratitude work even better; considering this not only as a matter of sentiment and morality but also as the responsibility of the entire political system and society.
Focus on the comprehensive development of Bac Ninh's culture and people. In which, Bac Ninh province must be a pioneer and model for the whole country in implementing economic growth associated with social progress and justice, effectively implementing social security policies, and caring for policy families, people with meritorious services, poor households, workers, and laborers in the area; ensuring that 100% of policy families and people with meritorious services to the revolution in the province have a standard of living equal to or higher than the local average, and ensuring no cases are left living in temporary or dilapidated houses. Promote the development of social housing, worker housing, and cultural, health, and educational institutions and kindergartens serving workers; sustainable poverty reduction, vocational training, livelihood support, social insurance, and universal health insurance; striving to make Bac Ninh soon become a province without poor households according to multidimensional poverty standards. High economic growth must be transformed into improving the quality of life, the level of enjoyment of development achievements, and the happiness of the people.
The Head of the Central Organizing Commission also requested Trade Unions at all levels in Bac Ninh province to promote their core political role in caring for the lives and protecting the legitimate and legal rights and interests of union members and laborers; continue to pay more attention to workers; create stable jobs, better incomes, safer working environments, more decent housing, more convenient schools, closer medical services, and a richer cultural and spiritual life. Workers must live in increasingly better conditions, commensurate with their great contributions to enterprises, the city, and the country.
The Head of the Central Organizing Commission also hoped that the wounded and sick soldiers, policy families, and people with meritorious services would continue to promote the revolutionary tradition, spread the spirit of comradeship and neighborliness, and be bright examples for their children and grandchildren to follow; and that workers and laborers would continue to be industrious, creative, constantly learn, improve their skills, have many technical innovation initiatives, increase labor productivity, and contribute even more to the development of the province and the country. Among them, 64 gifts were presented directly to individuals in the 5 communes: Yen Phong, Van Mon, Tam Giang, Tam Da, and Yen Trung.
