(BNP) - Vice Chairman of the Provincial People's Committee Phan Thế Tuấn recently signed and issued Plan No. 212/KH-UBND to implement Program No. 22-CT/TU dated March 28, 2026, of the Provincial Party Committee on the development of ethnic minority and mountainous regions in Bac Ninh province in the period 2026-2030.

The plan aims to concretize the goals and tasks of Program No. 22-CT/TU, ensuring the synchronized and effective implementation of policies for the development of ethnic minority and mountainous areas, prioritizing support for particularly disadvantaged areas, improving investment efficiency, and maximizing resources for socio-economic development.
According to the plan, during the period 2026-2030, the province will focus on sustainable and comprehensive development of ethnic minority and mountainous areas; promote multidimensional poverty reduction, improve income and quality of life for the people; narrow the development gap between ethnic minority and mountainous areas and other areas in the province; preserve and promote ethnic cultural identity, strengthen national unity, and ensure national defense, security, and social order.
To achieve the above objectives, the province prioritizes investment in the construction and upgrading of essential socio-economic infrastructure in ethnic minority and mountainous areas. The focus is on developing inter-regional, inter-commune, and inter-village transportation infrastructure; disaster prevention and control projects, irrigation, electricity for domestic and industrial use; health stations, schools, cultural and sports facilities; centralized clean water supply systems; and landslide prevention projects.
The province plans to invest in 97 key projects in 19 particularly disadvantaged communes, including 45 school projects, 36 transportation projects, 11 health facilities, 2 clean water projects, 2 irrigation projects, and 1 landslide prevention project, aiming to create momentum for socio-economic development and improve the lives of people in ethnic minority and mountainous areas.
The plan also emphasizes the integration, mobilization, and effective utilization of resources from the central budget, local budgets, credit sources, social contributions, and other legal sources. The total projected capital for the Program in the 2026-2030 period is approximately 25,000 billion VND, of which the provincial budget will allocate about 4,000 billion VND to invest in key projects and works in 19 particularly disadvantaged communes; about 13,000 billion VND from national target programs, integrated capital sources, and budgets at all levels; and over 8,000 billion VND from social contributions, loans, and people's contributions.
In addition, the province will effectively implement the National Target Program on building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the 2026-2030 period. Promote the application of digital transformation in management, monitoring, supervision, and evaluation of implementation results; enhance the role of leaders, strengthen inspection and supervision, and improve the effectiveness of coordination among sectors and localities.
The Provincial People's Committee assigns the Department of Ethnic Minorities and Religions to take the lead in monitoring, urging, and summarizing the implementation of the Plan; departments, sectors, and localities shall, based on their assigned functions and tasks, develop specific implementation plans to ensure the achievement of the set goals and targets, contributing to the rapid and sustainable development of ethnic minority and mountainous areas in Bac Ninh province in the new period.
