Provincial People's Committee hold its regular meeting in April 2026

(BNP) – On the afternoon of May 5, the Provincial People’s Committee convened its regular April 2026 meeting to review socio-economic development situation for April and the first four months of the year, outline key tasks for May, and deliberate on several other important matters. The meeting was chaired by Chairman of the Provincial People’s Committee Pham Hoang Son.

In April and the first four months of 2026, industrial production maintained strong growth compared to the same period last year. The Industrial Production Index (IIP) in April rose by 17.84% year-on-year. The estimated value of industrial output in April reached VND 277.8 trillion, up 13.7%, while the cumulative figure for the first four months exceeded VND 1,005 trillion, marking a 14.6% increase. The FDI sector continued to dominate, playing a key role in driving overall growth

Agricultural production remained stable with gradual improvements in quality. Trade, services, and import–export activities recorded strong growth. Total retail sales of goods and service revenue in April were estimated at VND 9.77 trillion, up 15.6% year-on-year. Import - export activities maintained a positive growth trajectory, delivering notable results and consistently ranking among the top two localities nationwide. Total trade turnover in April was estimated at USD 16.6 billion, bringing the four-month total to USD 64.8 billion. Of this, exports reached USD 32.2 billion, up 29% year-on-year, while imports totaled USD 32.6 billion, up 34.9% over the same period.

Total state budget revenue for the first four months reached VND 41,147 billion, equivalent to 57% of the annual forecast; many revenue streams performed well, especially in the FDI and non-state enterprise sectors. Investment attraction yielded positive results, with total registered investment capital in April reaching USD 1.1 billion; the cumulative figure for the first four months exceeded USD 6.1 billion; the number of newly established businesses increased sharply with 2,907 enterprises.

The socio-cultural sectors have achieved many positive results, and the people's living standards have improved. National defense and security have been strengthened and maintained; social order and safety are ensured.

Directing key tasks for the coming period, Chairman of the Provincial People’s Committee Pham Hoang Son called on departments, agencies, and localities to strengthen close coordination with the Provincial Statistics Office to ensure complete, accurate, and timely data in support of effective governance and decision-making. On that basis, the province remains committed to sustaining growth momentum and striving to achieve double-digit growth. At the same time, he emphasized the need to proactively remove difficulties for businesses - particularly FDI enterprises—while accelerating administrative reforms to shorten processing times and reduce costs for the business community.

Regarding the disbursement of public investment capital, the Chairman of the Provincial People’s Committee directed all departments and units to act with greater focus and determination to accelerate implementation progress. The Department of Finance will take the lead in regularly reviewing and evaluating projects and tasks, and in promptly advising on flexible capital management solutions - including supplementary allocations and internal adjustments within its authority - ensuring funds are used properly, efficiently, and to the greatest possible effect.

The Chairman also requested relevant units to urgently shorten the licensing process for construction material mines and remove bottlenecks in material supply; localities should be more proactive and diligent in land clearance, considering this a key step to accelerate the progress of project implementation. The Department of Construction in close coordination with the Department of Finance and relevant units, should urgently complete the basic planning procedures by May 2026, ensuring consistency and uniformity.

The Department of Agriculture and Environment is accelerating the digitization of land databases to enhance management efficiency, improve data utilization, and better serve citizens and businesses. At the same time, the Department also focuses on directing production, cultivation, harvesting, and the consumption of agricultural products.

The Chairman also instructed the Provincial Citizen Reception Board and the Provincial Inspectorate to continue improving the quality and efficiency of citizen complaints, promoting the application of information technology, and digitizing case data; promptly and correctly resolving arising complaints and petitions, preventing backlogs and delays, contributing to maintaining security and order in the area.

In the forth coming time, the Chairman of the Provincial People's Committee requested the Department of Education and Training to focus its utmost efforts on organizing the High School Graduation Examination and the 10th grade entrance examination, ensuring safety, seriousness, and adherence to regulations. Along with that, attention should be paid to caring for the material and spiritual well-being of children on June 1st; and reviewing and developing policies for orphaned children.

The conference also focused on discussing and giving opinions on several other important issues such as: Regulations on preferential policies for leasing public land and houses not used for residential purposes; Regulations on the decentralization of management of organizational structure, job positions, staffing, officials, civil servants, and employees under the management authority of the Provincial People's Committee; Regulations on expenditure levels and lump-sum expenditure limits in the work of drafting legal documents of the Provincial People's Council, Provincial People's Committee, and the Chairman of the Provincial People's Committee; Regulations on the support regime for forensic experts and assistants in the field of criminalistics and forensic medicine receiving salaries from the State budget.
