To effectively implement the Prime Minister's Directive No. 11/CT-TTg dated April 3, 2026, and to leverage the bridge role of the overseas Vietnamese community—particularly those from Bac Ninh—in bringing Vietnamese goods to the international market, provincial departments and local authorities are focused on communicating and thoroughly grasping the contents of the Directive for officials, businesses, and citizens.

Efforts include mobilizing the diaspora community to participate in promoting and consuming products and developing distribution systems for Vietnamese goods abroad, especially for the province's key and characteristic products.

The Department of Industry and Trade shall lead trade promotion activities, connecting provincial enterprises with overseas Vietnamese businesses and entrepreneurs. It will expand Vietnamese product distribution systems in key markets such as ASEAN, the USA, Australia, Russia, and Eastern Europe, where many Vietnamese live. Simultaneously, it will build a database of exporting enterprises and enhance linkages with overseas Vietnamese trade offices and business associations to support product consumption.

The Department of Culture, Sports, and Tourism will lead and coordinate with relevant agencies to promote communication within the overseas Vietnamese community in general, and the Bac Ninh diaspora in particular, regarding the role, benefits, and effectiveness of implementing Directive No. 11/CT-TTg. This includes the responsibility to improve the quality and competitiveness of Vietnamese and provincial products and services, integrating traditional cultural preservation with the promotion of tourism and national/provincial brands.

Guidelines and communication directions will be provided on the websites of departments and local authorities to introduce and promote the province's signature products to the Bac Ninh community abroad and the overseas Vietnamese community at large.

The Department of Science and Technology will lead activities to encourage and create conditions for overseas Vietnamese to connect with provincial businesses, attracting financial resources for production and the commercialization of high-tech products and services.

This department will also coordinate with overseas Vietnamese to support domestic and provincial digital technology enterprises in listing products on international digital marketplaces and cloud computing platforms. It will provide consultancy to help remove technical and legal barriers in host markets, helping provincial businesses improve their global access and competitiveness.

The Department of Agriculture and Environment will build a modern, sustainable agricultural sector based on high-tech, smart, and clean farming. It will focus on developing key provincial product groups and local specialties, while improving productivity and quality to meet national and international standards for both domestic and export markets.

The Provincial Business Association will strengthen connections and mobilize the diaspora to participate in the consumption and distribution of Vietnamese goods.

Furthermore, the province encourages the utilization of foreign diplomatic activities and international events to promote products; supporting the Bac Ninh community abroad in introducing goods, expanding markets, and attracting investment from the diaspora and foreign enterprises./.
