Accordingly, the Standing Vice Chairman of the People's Committee of the province assigned the Department of Science and Technology to take the lead, in coordination with the Department of Finance, the Provincial Police, and other relevant agencies and units, to urgently inspect and evaluate the entire list of science, technology, innovation, and digital transformation tasks and projects in 2026 in the province.
Based on that, classify the contents that are eligible for implementation and disbursement; The review will focus on addressing remaining difficulties and obstacles, as well as cases that are no longer feasible or cannot meet deadlines. In particular, it will concentrate on reviewing projects related to databases, shared digital platforms, and tasks using 2025 funding carried over to 2026, in order to advise the Chairman of the Provincial People's Committee on appropriate solutions, to be completed before July 25, 2026.
The Department of Finance will lead the review of the allocation and disbursement of funds for science, technology, innovation, and digital transformation; guide and support the People's Committees of communes and wards in resolving difficulties in implementation and disbursement at the grassroots level. Simultaneously, it will assess the investment, procurement, and leasing capacity of localities in digital technology, and advise the Chairman of the Provincial People's Committee on a plan for organizing the procurement and leasing of digital technology services at the provincial level for tasks of a shared nature, ensuring compliance with legal regulations; to be completed before July 25, 2026.
Departments, agencies, and People's Committees of communes and wards shall proactively review the progress of implementation and the use of allocated funds; they shall be responsible for the quality, progress of implementation, and disbursement results. Report the results to the Department of Science and Technology and the Department of Finance before July 22, 2026, for compilation and submission to the Provincial People's Committee for guidance. During implementation, promptly report any difficulties or obstacles that arise for consideration and resolution within their authority.
