(BNP) - On April 8, 2026, the Department of Science and Technology (DOST) issued Official Dispatch No. 1383/SKHCN-CNST regarding the orientation of several tasks and solutions to promote innovation activities within the province.

Innovation is defined as the creation of products, services, processes, or business models that are new or significantly improved compared to existing ones.
To promote this activity, the DOST has oriented several specific tasks and solutions for both the public sector and the business sector (enterprises).
Accordingly, for the public sector, it is necessary to raise awareness and develop an innovation culture by propagating, disseminating, and spreading community awareness and attitudes regarding the role, position, and importance of innovation, creative startups, and intellectual property; a spirit of readiness to pioneer, take proactive creativity, and accept risks in activities. Organize scientific conferences, seminars, forums, and talks to exchange experiences and share good models and effective methods; organize contests, exhibitions, and demonstrations to introduce new technologies; connect individuals and organizations with creative ideas with investors and support funds to transform ideas and intellectual assets into specific products and services.
At the same time, perfect institutions, mechanisms, and policies; strengthen infrastructure investment; develop human resources; and strongly promote initiatives, technical improvements, and innovation for citizens and enterprises.
For enterprises, it is necessary to provide domestic and international training and coaching on the transfer, reception, operation, and mastery of technology, productivity, quality, and intellectual property; management, administration, and updating of new technologies. Receive the transfer of technology use rights or ownership; research results and digital transformation solutions; purchase information, design documents, technological processes, technical standards, and supporting software.
Enterprises can invest in leasing or purchasing equipment, raw materials, fuel, materials, and energy directly serving pilot production; hire consultants for technology transfer, implement technology transfer contracts, provide legal advice, develop standards and technical regulations, productivity, and quality; register, protect, manage, and exploit intellectual property rights; and design industrial designs.
Enterprises are allowed to implement new product testing; obtain certification of conformity and regulation standards designated by state agencies in accordance with the law; receive guidance on building and applying international standards; apply management systems and productivity and quality improvement tools; build and apply new management system standards, traceability systems, good agricultural practices, organic agriculture, green productivity, and smart production; and register the circulation of products and goods.
These activities aim to step up innovation at agencies, organizations, and enterprises in the province, contributing to socio-economic development./.
