(BNP) - The Provincial People's Committee has just signed and issued a Plan on implementing the Action Program of the Bac Ninh Provincial Party Committee to implement the Resolution of the Central Committee of the Communist Party of Vietnam (12th term) on reforming social insurance policies in the province until 2030.
The plan aims to innovate the content and form of propaganda in a diverse manner, suitable for each target group.
Accordingly, the Plan sets the goal of continuing to thoroughly understand and seriously implement the Party's guidelines, raising awareness and responsibility of all levels, sectors, employers and people regarding social insurance policies; creating social consensus and determination to complete the set targets.
The Plan sets the overall goal of reforming social insurance policies so that social insurance truly becomes a main pillar of the social security system; gradually and steadily expanding social insurance coverage, towards the goal of universal social insurance. Simultaneously, the province aims to develop a flexible, diverse, multi-tiered, modern, and internationally integrated social insurance system based on the principles of contribution-benefit, fairness, equality, sharing, and sustainability; enhance the capacity, effectiveness, and efficiency of state management; and develop a streamlined, professional, modern, reliable, and transparent system for implementing social insurance policies.
Regarding specific targets by 2030, the province strives to ensure that the number of people participating in social insurance in the province reaches at least the targets set by the Government in Resolution No. 403/NQ-CP dated December 10, 2025, including over 1,420,400 people participating in social insurance, over 151,900 people participating in voluntary social insurance, and over 1,230,500 people participating in unemployment insurance. Furthermore, the plan aims for over 71% of residents in the province after retirement age to receive monthly pensions, social insurance benefits, and social retirement allowances; and for the satisfaction index of social insurance participants to reach approximately 95%.
To achieve these goals, the plan outlines five key tasks and solutions. These include strengthening leadership and guidance in information and communication work, raising awareness of social insurance policies; innovating the content and form of communication to be diverse and appropriate for each target group; and focusing on communicating the rights and obligations of social insurance participants based on the "contribution-benefit" principle, with shared benefits among members.
In addition, the province will focus on improving the effectiveness and efficiency of state management of social insurance; strengthening coordination between departments, agencies, and localities with social insurance agencies; and annually assigning targets for the development of social insurance participants to localities. The plan emphasizes strengthening connectivity and data sharing among relevant agencies to effectively manage participants and ensure efficient and secure management of the Social Insurance Fund's revenue and expenditure. Inspection, auditing, and monitoring of compliance with social insurance laws will also be intensified, with strict penalties imposed on acts of evasion, delayed payment, arrears, fraud, and profiteering.
One of the key focuses of the plan is expanding social insurance coverage throughout the province, especially for the informal sector, self-employed workers, and business households; effectively implementing policies to support voluntary social insurance participation; and urging employers and employees to strictly fulfill their social insurance obligations as stipulated. In addition, the province will focus on improving governance capacity and the effectiveness of social insurance policy implementation; promoting administrative reform, applying information technology, and modernizing management to better serve citizens and businesses.
The plan also specifically assigns responsibilities to departments, agencies, units, and localities in its implementation. Specifically, the Department of Internal Affairs is tasked with proactively advising the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on leadership and direction of state management of social insurance; and monitoring the implementation of social insurance and unemployment insurance policies and laws in the province. The Provincial Social Insurance agency is tasked with proactively advising and coordinating with relevant sectors to advise the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on the implementation of social insurance policies and regulations in the province. Provincial departments and agencies, and the People's Committees of communes and wards will periodically report on the results of implementation every six months and annually to ensure the plan is implemented synchronously and effectively, achieving the set goals by 2030.
