(BNP) - Over the past years, along with the province's socio-economic development, Bac Ninh's healthcare sector has constantly innovated, improving medical examination and treatment capacity as well as the quality of medical services. This is an important foundation for the province to continue building a modern, intensive, and high-quality healthcare system, better meeting the people's healthcare needs in the 2026-2030 period.
Bac Ninh province aims to develop intensive and modern medical facilities by 2030, responding to the development of the "silver economy".
According to the report of the Department of Health, during the 2021-2025 period, the entire sector mobilized more than 7,472 billion VND for investment in the health sector. This resource was focused on synchronously upgrading the network of medical facilities from the provincial to the grassroots level, contributing to improving disease prevention, medical examination and treatment, and healthcare capacity for the People.
Many key medical projects have been completed and put into use, such as Bac Ninh Center for Disease Control No. 1; expansion projects for Bac Ninh General Hospital No. 1, Bac Ninh Obstetrics and Pediatrics Hospital No. 2, Oncology Hospital, Hospital of Traditional Medicine, and Rehabilitation Hospital. Along with that, a series of district-level medical centers were invested in, upgraded, and expanded, including the Medical Centers of Tan Yen, Lang Giang, Hiep Hoa, Luc Ngan, Viet Yen, Bac Ninh No. 1, Luc Nam, Yen The, Son Dong, Yen Phong, and Thuan Thanh.
In particular, the grassroots healthcare network continues to receive investment attention with 22 commune health stations newly built, repaired, and upgraded under the Program to develop the grassroots health network in difficult areas using loans from the Asian Development Bank (ADB), and 7 health stations in communes and townships invested in, renovated, and supplemented with equipment from the Program for socio-economic recovery and development. Through investment, the whole province has increased by about 1,300 hospital beds compared to before.
Along with investment in infrastructure, the quality of medical examination and treatment continues to be enhanced. The number of hospital beds has reached 36.2 beds per 10,000 people, higher than the national average. Public and non-public medical examination and treatment facilities have increasingly developed, creating favorable conditions for people to access quality medical services right in their localities.
Many intensive techniques that were previously only performed at central-level hospitals have now been successfully deployed in the province, such as congenital heart surgery, coronary stenting, permanent pacemaker implantation, neurosurgery - spine surgery, thoracic surgery, in vitro fertilization (IVF) technique, digital subtraction angiography (DSA), radiotherapy, chemotherapy, and targeted therapy in cancer treatment, etc. At district-level general hospitals and medical centers, many high techniques have also been mastered, such as laser lithotripsy, laparoscopic urological surgery, online HDF hemodiafiltration, and intensive obstetrics and gynecology techniques.
The traditional medicine examination and treatment network has been maintained from the province to the grassroots level, step by step leveraging efficiency in combining traditional medicine and modern medicine in treating chronic diseases, rehabilitation, and community healthcare.
To improve professional quality, the healthcare sector has strengthened cooperation with many leading hospitals and training institutions across the country, such as the 108 Military Central Hospital, Bach Mai Hospital, Hanoi Medical University, along with many central specialized hospitals, for technical transfer and training of high-quality human resources. Thanks to that, the quality of medical examination and treatment has been constantly improved, and the satisfaction rate of people with public medical services has always remained above 90%.
Besides the achieved results, the healthcare sector still faces many pressures and challenges. The rapid urbanization process, mechanical population growth, population aging trend, and the increase of non-communicable diseases are causing an ever-greater demand for healthcare.
Meanwhile, the quality of activities between medical levels still has a certain gap; the rate of people using services at health stations is not high; the high-quality human resources are uneven among localities; some infrastructure and medical equipment need to continue to be invested in and upgraded to meet the development requirements in the new period.
On the basis of the achieved results, the healthcare sector identifies the key objective for the 2026-2030 period as developing a synchronous, modern, and high-quality healthcare system; building a multi-tiered healthcare ecosystem, ensuring that all people have convenient, safe, and effective access to medical services.
According to the development orientation, provincial hospitals will be invested in an intensive direction, becoming core professional centers capable of receiving and mastering high techniques, while transferring techniques to lower levels.
In particular, Bac Ninh General Hospital No. 1 strives to become a regional intensive hospital by 2028 and a "smart hospital" by 2030; Bac Ninh General Hospital No. 2 will become an intensive hospital by 2028 and head towards the "friendly hospital" model by 2030. Obstetrics and Pediatrics Hospital No. 1 and Obstetrics and Pediatrics Hospital No. 2 strive to become intensive hospitals by 2029; the Oncology Hospital will become an intensive hospital by 2030.
In parallel with developing intensive medical centers, the province continues to consolidate and improve the capacity of grassroots healthcare. By 2030, striving for 100% of commune and ward health stations to have doctors as regulated by the Ministry of Health; 100% of health stations invested in with infrastructure, equipment, and human resources to meet task requirements; 100% of communes and wards meeting the National Criteria for Health.
The healthcare sector also sets goals to reach 19 doctors and 40 hospital beds per 10,000 people; 100% of people managed with electronic health records; expanding digital medical services and preventive healthcare. With the orientation of synchronous development from grassroots healthcare to intensive centers, Bac Ninh is step by step building a modern, high-quality healthcare system, contributing to improving the quality of life and protecting people's health in the new development period./.
