(BNP) - Vice Chairman of the Provincial People's Committee Le Xuan Loi recently signed Plan No. 142/KH-UBND to implement international cultural integration in the province for the period 2026-2030.

The plan identifies international cultural integration as one of the important pillars of local foreign relations, aiming to concretize the Party's guidelines and policies, the State's laws and regulations, and the Provincial Party Committee's directives on international integration in the new situation, contributing to promoting the image and enhancing the position and prestige of Bac Ninh province in the region and internationally; while closely linking with the task of preserving and promoting cultural heritage values, developing cultural industries and cultural tourism.
The overall goal of the Plan is to improve the quality and effectiveness of international cultural integration; Actively integrate Bac Ninh's culture deeply with the region and the world; develop Bac Ninh's culture and people into a foundation and important endogenous resource for rapid and sustainable development.
By 2030, the province aims for 100% of agencies and units operating in the cultural sector to be fully informed and understand the policies and guidelines on international integration; cultural officials will be equipped with basic knowledge of cultural diplomacy and international integration. Simultaneously, effectively develop and implement the Program to promote Bac Ninh culture abroad for the period 2026-2030; and create at least 5 multilingual media products to promote the province's culture.
During the period 2026-2030, an additional 2-3 cultural heritage sites will be recognized and inscribed by UNESCO. The plan aims to develop 1-2 representative festivals into distinctive cultural and tourism brands of national and international significance; and to annually organize or participate in exchange, cooperation, and cultural promotion activities for Bac Ninh abroad.
According to the plan, Bac Ninh will establish and maintain cultural cooperation relationships with at least 2 localities, international organizations, or foreign cultural centers; attract and implement 1-2 international cooperation programs and projects in the fields of cultural heritage preservation and promotion, cultural human resource training, cultural industry development, and cultural tourism.
To realize these objectives, the province has outlined a range of key tasks and solutions, including raising awareness of international cultural integration; advancing cultural diplomacy and promoting the image of Bac Ninh’s cultural identity; and enhancing international cooperation in the preservation and promotion of cultural heritage in close connection with local communities. In addition, the province will focus on developing cultural industries to support international integration; actively organizing and participating in international cultural events and exchanges; building a high-quality cultural workforce capable of meeting integration demands; and ensuring cultural security throughout the integration process; focusing on promoting typical cultural heritage sites recognized by UNESCO; developing media products, digital data, documentaries, and online platforms to introduce Bac Ninh's culture to the international community; promoting the application of digital technology and digital transformation in the cultural sector to serve international integration.
Bac Ninh also encourages the development of potential cultural industries such as cultural tourism, performing arts, advertising, handicrafts, and film; effectively exploiting the values of cultural heritage, traditional craft villages, festivals, and folk art to create distinctive cultural products to promote and develop tourism.
According to the list of key tasks for the period 2026-2030, the province will organize many international-scale activities such as: the international conference "Luy Lau Ancient Citadel and the Four Laws System of the Dau Region - Issues of Preservation and Promotion"; the "Returning to the Quan Ho Region" Festival held every three years starting in 2026; exhibitions and introductions of Dong Ho folk paintings in China, Japan, and France; the international conference "Preservation and Promotion of Cultural Heritage of Bac Ninh Province Honored by UNESCO"; participation in the Tourism Promotion Forum of Asian Cities (TPO)...
The Provincial People's Committee assigns the Department of Culture, Sports and Tourism as the lead agency to advise and organize the implementation of the Plan; and to coordinate with other departments, sectors, and localities to organize international cultural exchange and cooperation activities, promoting the image of Bac Ninh's culture and people internationally.
