Prime Minister works with 05 localities on social housing and rental housing development

(BNP) – On the afternoon of June 1, in Hai Phong, Prime Minister Le Minh Hung chaired a working session with the cities and provinces of Hai Phong, Quang Ninh, Hung Yen, Bac Ninh, and Ninh Binh on the implementation of the conclusions of General Secretary and State President To Lam regarding social housing and rental housing development.

Overview of the conference.

According to the Ministry of Construction, localities have shifted their focus on diversifying housing types, particularly social housing, rental housing, and worker accommodations, in order to better meet the housing needs of low-income workers. Significant progress has been made, with Hai Phong anticipated to build 54,444 social housing units between 2021 and 2030; Quang Ninh completed 3,300 units/rooms; Ninh Binh 5,425 units; and Hung Yen 4,573 units.

In Bac Ninh, there are currently 1,158 public rental housing units/rooms and 8,689 units/rooms invested in by enterprises. During the 2021–2025 period, the province completed 31,221 social housing units. Under the Government’s targets for 2026–2030, Bac Ninh is required to complete 119,073 units, including 19,900 units in 2026 alone. The province is currently accelerating the implementation of 16 projects comprising 17,569 units.

The localities proposed that the Government introduce stronger incentives related to credit, taxation, and land-use fees, while simplifying investment procedures. They also recommended amendments to the 2023 Housing Law and the introduction of long-term preferential credit packages for both investors and homebuyers. Bac Ninh proposed piloting a model of centralized social rental housing complexes.

Concluding the meeting, the Prime Minister recognized the hard work of the local areas and asked them to update their plans for social housing and rental housing development, especially in relation to industrial parks and infrastructure.

He also highlighted the importance of accurately understanding housing needs to create plans for 2026–2030. The Prime Minister insisted that by June 2026, each area must start at least one new social housing or rental housing project to help meet the goals.
