(BNP) - On May 7th, a delegation of the Ministry of Construction led by Deputy Minister Nguyen Van Sinh, held a working session with the province to inspect and urge the implementation of Government Resolution No. 07 dated January 12, 2026, on assigning targets for social housing development to localities for the period 2026-2030.

According to the Department of Construction, by the end of April 2026, the province had 102 social housing projects with a total scale of about 117,000 apartments. Of these, 31 projects comprising around 24,000 apartments have basically been completed and put into operation, while 71 projects with nearly 94,000 apartments are under construction. Once completed, these projects are expected to make an important contribution to meeting the housing demand of workers in industrial parks and gradually improving social welfare quality across the province.
Under Government Resolution No. 07, Bac Ninh province is assigned the target of completing 19,900 social housing units by 2026. To implement this goal, the Provincial People’s Committee has allocated targets to 29 projects covering a total area of 86 hectares, equivalent to around 30,000 housing units. At present, 15 projects are under construction, while 14 others have received investment approval and are preparing to break ground.
Alongside the achieved results, the Bac Ninh Department of Construction proposed that the Ministry of Construction issue more specific guidance on criteria for assessing the financial capacity of enterprises participating in social housing projects, while also clarifying mechanisms for the investment, management, and operation of social infrastructure facilities in large-scale social housing areas in order to facilitate local implementation.

During the meeting, delegates reviewed the implementation progress of each project in relation to the province’s 2026 social housing development targets, discussed legal obstacles arising during project implementation, and considered solutions to effectively utilize available land resources for social housing development.

Speaking at the meeting, Deputy Minister of Construction Nguyen Van Sinh highly commended Bac Ninh as one of the leading localities in the country in developing social housing, making significant contributions to the outcomes of the national social housing development program.
In the coming period, Deputy Minister of Construction Nguyen Van Sinh requested Bac Ninh province to conduct a detailed review of each social housing project, accurately comparing and calculating the number of apartments planned, under construction, and completed. Based on this review, the province should implement appropriate measures to accelerate project implementation and ensure the fulfillment of the assigned targets. At the same time, the province should promptly resolve difficulties and obstacles facing the projects, review relevant legal regulations to create favorable conditions for investors, and speed up project commencement and implementation.
The Deputy Minister of Construction requested Bac Ninh province to continue promptly carrying out the necessary procedures and completing legal formalities so that projects scheduled for completion in 2027 and subsequent phases can commence as soon as possible, thereby reducing pressure and ensuring both progress and quality. In addition, the province should continue paying attention to and resolving procedures to accelerate the implementation of social housing projects for the Vietnam General Confederation of Labor as well as social housing projects for the armed forces in the province.

Responding to the directives of the Deputy Minister of Construction, Vice Chairman of the Provincial People’s Committee Pham Van Thinh affirmed that Bac Ninh province views social housing development not only as a social welfare task, but also as an important solution to promote economic growth, meet the housing demand of workers, and help stabilize the labor force serving industrial development in the province.
In the coming period, the province will continue prioritizing the development of social housing projects, ensuring efficient land use and meeting housing demand in areas with large concentrations of workers. For projects that have already been assigned to investors, the province will continue focusing on resolving difficulties and obstacles in order to accelerate implementation progress.
