Chairman of Provincial People's Committee Pham Hoang Son: Urgently complete Bac Ninh Provincial Planning and Urban General Planning adjustment in May 2026

(BNP) - On the afternoon of May 8, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Hoang Son chaired a working session on the formulation of adjustments to the Bac Ninh Provincial Planning for the 2021 - 2030 period, with a vision to 2050, and the Bac Ninh Urban General Planning to 2050, with a vision to 2075.

Also attending were Vice Chairman of the Provincial People's Committee Pham Van Thinh; members of the Steering Committee for the formulation of adjustments to the Bac Ninh Provincial Planning for the 2021 - 2030 period, with a vision to 2050, and the Bac Ninh Urban General Planning to 2050, with a vision to 2075 (hereinafter referred to as the Steering Committee).

At the working session, representatives of the consulting unit presented an overview of the adjustment plan for the Bac Ninh Provincial Planning for the 2021 - 2030 period, with a vision to 2050, featuring key contents including: Organization of socio-economic development space; orientation for the development of the urban system according to a multi-polar and multi-center model; development of social infrastructure, technical infrastructure, commerce, logistics, and waterway transport; orientation for the development of health, education, culture, and sports; planning for irrigation, water supply and drainage, flood prevention, and climate change adaptation.

In addition, delegates heard an overview of the Bac Ninh Urban General Planning project to 2050, with a vision to 2075, focusing on: developing functional areas according to the regional assignment and the established provincial planning; developing commerce and services associated with the regional structure and policy breakthroughs for the new development stage; developing tourism by leveraging potential and advantages after the provincial merger; preserving geographically and culturally-historically characteristic regions; and developing the network of dynamic transport infrastructure.

The Plannings were built on the basis of updating the development orientations of the Capital Region and the Red River Delta region, regional linkage requirements, and the reality of the province's development after the merger.

After hearing the presentation, representatives of departments, sectors, and localities basically agreed with the multi-polar and multi-center urban development orientation; at the same time, requested additional solutions for transport infrastructure, logistics, environment, housing, and social infrastructure to meet the pace of industrial and urban development after the merger. Some opinions suggested that the provincial planning and urban general planning should fully calculate mechanical population pressure in key industrial areas.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Pham Van Thinh requested the two consulting units to continue perfecting the projects towards modern and sustainable industrial-urban development; emphasizing the "green wedge" model and the protection of green areas, water surfaces, and high-yield agricultural land.

The Vice Chairman of the Provincial People's Committee requested a review of industrial development orientations towards prioritizing the upgrade of eligible industrial clusters into industrial parks; simultaneously planning industrial clusters of appropriate scale to serve craft villages, startups, and local production. Along with that, he urged strengthening the connection of logistics infrastructure, road, waterway, railway, and airway transport to improve regional linkage efficiency and attract investment.

In his concluding remarks, Chairman of the Provincial People's Committee Pham Hoang Son requested the urgent completion of the dossiers for the provincial planning adjustment and the urban general planning in May to ensure progress as required by the Central Government, while creating a basis for implementing the province's socio-economic development tasks in the coming period.

The Chairman requested the Department of Construction to lead and coordinate with the two consulting units and relevant departments and sectors to focus on reviewing, updating, and unifying the contents between the provincial planning and the urban general planning, ensuring synchronization in data, development orientations, and the system of indicators, minimizing the need for multiple adjustments after approval.

The Chairman requested consulting units to fully absorb the contributed opinions and continue perfecting the planning towards modern and sustainable industrial-urban development, associated with the goal of double-digit economic growth in the coming period. This included prioritizing the development of industrial parks along strategic transport corridors and belts; while reviewing and reasonably arranging industrial clusters to serve craft villages, local production, and small and medium-sized enterprises.

He also requested the study and full update of major orientations for transport infrastructure, especially the transport system connecting Gia Binh airport, belt roads, high-speed railways, urban railways, and inland waterway transport to enhance regional linkage capacity and promote the province's logistics advantages. Additionally, attention should be paid to developing green spaces, technical infrastructure, free trade zones, high-tech agricultural processing zones, and strategic infrastructure works to ensure consistency with long-term development orientations.

The Chairman of the Provincial People's Committee assigned departments and sectors to coordinate closely with the consulting unit to continue perfecting the dossiers, maps, data, and related contents; while urgently implementing the process of seeking opinions from Central ministries and sectors as prescribed, ensuring quality, progress, and the feasibility of the planning projects./.
