(BNP) - Bac Ninh province quickly implemented a series of groundbreaking policies and strategies to comprehensively care for and improve the material and spiritual lives of its people, demonstrating a determination to build a province that develops rapidly, comprehensively, and sustainably.

Right from the first days of operating the 2-level local government model, the Provincial Party Committee and authorities at all levels have identified improving people's material and spiritual lives as a critical goal. One of the top priorities is to review, develop and promulgate new mechanisms and policies, ensuring superiority and suitability with reality. The province has directed the development of 08 important Resolutions of the Provincial People's Council, including many policies that directly affect people's lives such as: Policy to support cremation costs, remuneration for artisans and support for community tourism development. In particular, the government has paid attention to and considered people's opinions on free library use according to the policy of Bac Ninh province (old), showing that it listens to and inherits effective social security policies.
The "School Milk" program is being replicated throughout the province.
In education and child care, the "School Milk" program, which was a bright spot in Bac Ninh (old), has been expanded throughout the province, helping hundreds of thousands of preschool and primary school children receive daily nutritional supplements.
In terms of social policies and incentives people with meritorious services, Bac Giang is well-known for its "Repaying gratitude" initiative, which is currently implemented throughout the province. Thousands of insured families and people who provide valuable services are assisted in repairing and building new homes, as well as receiving regular medical treatment.
In the field of cadres, civil servants and public employees, the Provincial People's Committee is submitting to the Provincial People's Council for approval a special support policy for cadres who have to travel far or stay due to a change in workplace. Specifically: travel support from 1.86 - 4.1 million VND/person/month, accommodation support of 1.1 million VND/person/month, and at the same time, priority is given to planning and appointing seconded cadres after completing their tasks.

Social security policies are implemented promptly, fully and effectively with many policies having higher subsidy levels than the Central Government's regulations, expanding the beneficiaries. The province has completed 100% of the movement "Joining hands to eliminate temporary and dilapidated houses" in 2025 and actively implemented the project to build social housing for low-income people and industrial park workers. Sustainable poverty reduction solutions are deployed synchronously and effectively, striving to have no poor households in the whole province by the end of 2027. Thanks to that, people's lives have improved significantly, average income per capita and human development indexes (HDI) have increased.
Bringing Kinh Bac cultural identity closer to the people and tourists
Along with taking care of material life, Bac Ninh province pays special attention to cultural development and improving the spiritual life of the people. A series of cultural, artistic and sports activities have been organized enthusiastically, widely and completely free of charge, creating an exciting atmosphere among the people.

Many Quan Ho folk song performances on boats in wards of Bac Ninh city (old) and Bac Giang city (old) were organized, attracting a large number of local people and domestic and foreign tourists.
Festivals of Tuong, Cheo, Ca Tru, and Hat Trong Quan are held periodically, creating a space for community activities and arousing pride in cultural heritage. Bo Da Pagoda Festival (Viet Yen), Yen The Festival, and Luc Ngan Festival are organized on a large scale, both preserving traditional customs and linking with community tourism development. Quan Ho clubs and village and commune art troupes are supported by the province with funding, creating conditions for regular performances at grassroots cultural institutions.
According to statistics, within just three months (from July to September 2025), the whole province organized more than 200 free cultural and artistic activities, creating a "Kinh Bac cultural space" that spread widely.

Typically, on the occasion of the 80th anniversary of the August Revolution and National Day September 2, the province organized many large-scale events such as the Art and Fireworks Program, the Exhibition of the province's socio-economic achievements and traditional art performances on boats at central lakes; organized free shuttle bus points to serve people visiting the National Achievements Exhibition.
In addition to major events, regular cultural activities are also maintained and improved in quality. The Cheo Theatre and the Quan Ho Folk Song Theatre continuously invested in staging new plays and performing to serve political tasks and the people. The provincial library displayed books, newspapers, and magazines and remains open, improving the efficiency of serving readers. The provincial museum also organized many educational programs to introduce heritage. The work of preserving and promoting cultural heritage values is focused on, contributing to preserving the national cultural identity, typically the protection of the UNESCO dossier for Dong Ho folk painting craft and the World Heritage Sites of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac.
