(BNP) - On the morning of June 3rd, Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired the regular meeting of the Provincial People's Committee for May 2026. Attending the meeting were the Vice Chairmen of the Provincial People's Committee; leaders of the Provincial Fatherland Front Committee; departments, agencies, and members of the Provincial People's Committee.

Speaking at the conference, Chairman Pham Hoang Son informed attendees about the province's outstanding achievements in May. Specifically, the Industrial Production Index increased by approximately 19% compared to the same period last year; the value of industrial production in May reached nearly VND 290 trillion, an increase of 14.4% compared to the same period, with a cumulative total of approximately VND 1.3 trillion to date.
In the agricultural sector, the main lychee crop is in the fruit development stage and preparing for harvest. To date, the province has consumed approximately 30,100 tons of lychees; of which, exports account for 42.3%.
State budget revenue remained a bright spot. By the end of May 2026, total budget revenue in the province reached over VND 47,100 billion, accounting for 65% of the annual budget estimate. Investment attraction recorded positive results with total investment capital in May reaching approximately over 1 billion USD. Cumulative figures for the first five months reached approximately USD 7.18 billion. Notably, Bac Ninh continued to rank among the nation’s top five localities for economic governance quality. Import and export turnover remains high, reinforcing the province’s position as one of Vietnam’s leading industrial production and export hubs.

The Chairman also stated that the province has completed the preliminary dossier for its proposal to become a centrally governed city. The proposal has received positive feedback from ministries and central agencies, which have expressed support for the plan to elevate Bac Ninh to centrally governed city status in the near future.
While acknowledging these achievements, the Chairman also pointed out a number of shortcomings and challenges that require urgent attention. Notably, first-quarter GRDP growth fell short of the target. Therefore, he requested that all sectors and localities to strengthen situation assessment and forecasting efforts, enabling the development of effective measures to accelerate growth in the second quarter and achieve the province’s annual growth objectives.
Regarding investment attraction, the Chairman directed relevant agencies to closely monitor investment trends and assess businesses’ plans for production expansion or downsizing, enabling the province to proactively provide appropriate support measures.
He also noted that the province’s public investment disbursement rate remains low, reaching only about 12.7% of the annual plan, and called for stronger efforts to accelerate implementation.
On planning, he urged departments and agencies to expedite the completion of dossiers and ensure their timely submission to competent authorities for review and approval. These plans will serve as a crucial foundation for housing development, infrastructure investment, and other socio-economic initiatives.
The Chairman emphasized that all departments, agencies, and localities must maintain a proactive and determined approach, focusing on removing bottlenecks related to investment procedures, construction, and site clearance. He called for accelerating the implementation of key projects, social housing developments, and other socio-economic programs to help achieve the province’s 2026 growth targets.
The conference also focused on studying and providing feedback on the overall plan for the reorganization of villages and residential areas in Bac Ninh province.

The Chairman also noted that the reorganization process must respect historical and cultural values, preserving place names of special significance to the local community. Names associated with the long-standing history and culture of the locality need to be carefully studied before any changes are decided.
