Bac Ninh - VNPT sign digital transformation cooperation agreement for 2026-2030 period

(BNP) - On the afternoon of April 2, at the Vietnam Posts and Telecommunications Group (VNPT), the People's Committee of Bac Ninh province and VNPT Group held a signing ceremony for a strategic cooperation agreement on the digital transformation of Bac Ninh province for the 2026-2030 period.

Attending the ceremony on behalf of Bac Ninh province were Member of the Party Central Committee and Secretary of the Provincial Party Committee Nguyen Hong Thai; Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Provincial People's Committee Mai Son; along with leaders of provincial departments and sectors.

Representing VNPT were Chairman of the Board of Members To Dung Thai; Vice General Director Ngo Dien Hy; and leaders of VNPT’s subsidiaries and VNPT Bac Ninh.

During the 2021-2025 period, the implementation of cooperation agreements between the Bac Ninh Provincial People's Committee and VNPT achieved many important results, contributing significantly to promoting digital transformation across the province.

For Bac Ninh province (prior to the merger), 4/4 key task groups were comprehensively completed; telecommunications and information technology infrastructure were invested in synchronously, covering 100% of communes and wards; and shared data systems and digital platforms were effectively deployed. Digital transformation had been widely applied in health, education, tourism, transportation, production, and business.

For Bac Giang province (prior to the merger), 5/5 major tasks under the cooperation agreement were completed, creating an important foundation for the synchronous development of infrastructure and digital platforms following the administrative unit reorganization.

Based on these achievements, the Provincial People's Committee and VNPT signed a strategic cooperation agreement for digital transformation for the 2026-2030 period.

Both parties agreed to mobilize resources to develop digital infrastructure (5G, 6G, Cloud computing, IoT), build a digital government, and develop a digital economy and digital society; while simultaneously enhancing network safety and security and developing high-quality human resources.

Speaking at the signing ceremony, Chairman of the Board of Members of VNPT Group To Dung Thai emphasized that the cooperation between VNPT and Bac Ninh need to shift from orientation to specific actions, using substantive efficiency as the yardstick.

The cooperation contents must be quantified, clarifying their contributions to economic growth, productivity, and the state budget. Based on this, the province would define the "problems," and VNPT would concentrate resources and technology to implement them, creating concrete results.

VNPT affirmed its capacity to execute large-scale projects such as digital infrastructure development, 5G expansion, and the construction of digital platforms, especially in connecting FDI enterprises with domestic firms to form supply chains.

Additionally, VNPT proposed supporting digital transformation at the grassroots level through a service-provision model to optimize costs, emphasizing the requirement for rapid, decisive implementation to soon turn cooperation contents into practical projects.

In his address, Secretary of the Bac Ninh Provincial Party Committee Nguyen Hong Thai highlighted three key orientations for the province in the coming period: promoting economic growth, enhancing innovation capacity, and strengthening the effectiveness of state governance.

Regarding growth, Bac Ninh aimed to maintain double-digit growth, striving for an average of approximately 10.5% per year for the 2026-2031 period; specifically reaching 12.5 - 13% in 2026. The province was reviewing each sector to prioritize resources for industries contributing significantly to growth.

Regarding innovation, the Secretary noted that this was a challenging field requiring new approaches and the participation of major technology corporations. Bac Ninh still relied heavily on the FDI sector, which posed risks amidst global fluctuations; therefore, it was necessary to strengthen internal resources, master technology, and develop an innovation ecosystem.

In terms of governance, the province was focusing on perfecting its apparatus and improving the quality of government services to meet development requirements in the context of rapid population and geographical growth, as well as a high ratio of foreign workers and experts.

Bac Ninh also aimed to develop new economic spaces with the Gia Binh airport project and a large-scale airport urban area, connecting with Hanoi, Hai Phong, and Quang Ninh to create momentum for attracting investment and developing high technology and services.

Regarding the partnership with VNPT, the Provincial Party Secretary requested that the signed contents be concretized through programs and projects with clear outputs and targets, ensuring substantive efficiency. Priority should be given to developing digital infrastructure, deploying 5G, building platforms to support businesses, promoting the startup ecosystem, and digitalizing grassroots government and online public services.

Furthermore, he suggested researching investment and operation models for public infrastructure, including leasing IT services to optimize costs, and establishing a mechanism for periodic review and evaluation of the cooperation agreement.

The Provincial Party Secretary expressed confidence that this signing would open a new phase of cooperation, contributing to the socio-economic development of Bac Ninh province and enhancing the position of the enterprise in the national digital transformation process./.
