(BNP) – Vice Chairman of the Provincial People's Committee Pham Van Thinh recently signed Plan No. 265/KH-UBND on the development of logistics services in Bac Ninh province for the period 2026-2030.

According to the Plan, the province will develop logistics services in a modern and professional direction, deeply connected to global supply chains and value chains, based on promoting the application of science and technology, innovation, digital transformation, and green transformation. At the same time, priority will be given to investing in a synchronized and modern multimodal logistics infrastructure, closely linked to strategic transportation projects such as Gia Binh International Airport, the international intermodal railway line, the inland waterway port system, the Ring Road 4, Ring Road 5, and the expressway network, creating momentum for socio-economic development and ensuring national defense and security.
By 2030, the logistics service sector aims to contribute approximately 4-5% to the province's GRDP; achieve a growth rate of 12-15% per year; and have an outsourcing rate of 50-55%, focusing on the electronics and supporting industries. Logistics costs will be reduced to 16-18% of the province's GRDP.
The province strives to complete the integrated logistics center and inland container depot (ICD) system according to the plan; prioritizing the operation of key projects such as the Inland Container Depot and Logistics Service Area in Vo Cuong Ward and Tam Da Commune, Sen Ho Inland Container Depot, and Tan Chi Inland Container Depot; while supporting the development of the Bac Giang International Logistics Center into a modern logistics center serving cross-border trade with China.
Bac Ninh will also strongly develop multimodal transport, effectively utilizing the system of 5 major river routes with a total length of approximately 405 km and 52 inland waterway ports according to the plan. Synchronized connectivity between road, waterway, rail, and air transport aims to shorten transportation time, reduce logistics costs, and improve supply chain efficiency.
In the field of digital transformation, the province aims to have 60% of e-commerce businesses using e-logistics services by 2030; promote the application of technologies such as IoT, Big Data, and Blockchain in supply chain management; develop fulfillment centers to serve domestic and cross-border e-commerce; and gradually form smart logistics models, 3PL, 4PL, and eventually 5PL logistics services.
Regarding green logistics, the province encourages logistics centers and inland ports to switch to using renewable energy, optimize energy-saving cold storage systems, reduce the use of fossil fuels, and gradually meet the net zero emission target and international green standards.
The province will attract large domestic and foreign logistics corporations to invest in modern operational centers and logistics centers; support local businesses in innovating management technology and developing logistics startups; and train high-quality human resources to meet the requirements of digital supply chain management and e-logistics according to international standards.
To achieve these goals, the Plan outlines key tasks and solutions including: perfecting mechanisms and policies and improving the effectiveness of state management in logistics; developing a synchronous and modern logistics infrastructure; developing e-commerce and smart logistics; promoting green and sustainable logistics; accelerating digital transformation; enhancing the competitiveness of logistics businesses; developing high-quality human resources; and strengthening inter-regional, inter-sectoral, and international cooperation.
Specifically, the province will focus on reforming administrative procedures; building a shared logistics database; developing high-tech logistics zones, smart warehouses, and cold storage facilities; implementing urban logistics models and green delivery; Connecting multimodal transport; attracting international logistics corporations to invest, gradually building Bac Ninh into a core international logistics operation center in the Northern region.
The Department of Industry and Trade is assigned to preside over and coordinate with other departments, agencies, and localities to organize the implementation of the Plan; regularly inspect and monitor the progress of logistics infrastructure projects, build the province's logistics database, and advise on mechanisms and policies to support the development of logistics services, contributing to realizing the goal of making Bac Ninh a regional and international transit logistics center.
