Delegation from Ministry of Labour and Vocational Training of Democratic Republic of Timor-Leste promotes labor supply cooperation with Bac Ninh province

(BNP) - On the morning of May 13th, Mr. Le Xuan Loi, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, received a delegation from the Ministry of Labour and Vocational Training of the Democratic Republic of Timor-Leste, led by Mr. Rogerio Araujo Mendonca, Deputy Minister of Labour and Vocational Training.

During the meeting, Vice Chairman Le Xuan Loi provided an overview of the socio-economic development of Bac Ninh province after the merger. Currently, Bac Ninh ranks 5th in the country in terms of economic scale and is planned by the Central Government to become a centrally-governed city in the near future.

Bac Ninh is currently one of the country’s major industrial hubs, with 52 planned industrial zones. The province now has approximately 39,800 operating enterprises, generating employment for about 830,000 workers, including around 570,000 employees working in industrial zones alone.

On the other hand, Bac Ninh is focusing on implementing many key national infrastructure projects, most notably the Gia Binh International Airport project. This is a strategically important project for regional development and strengthening regional connectivity, and the province is currently accelerating its progress to prepare for the upcoming APEC conference.

The Vice Chairman emphasized that Bac Ninh pays special attention to skilled labor, professional qualifications, and experienced experts to meet the modern technological requirements of businesses, especially FDI enterprises operating in the province.

Currently, there are more than 32,000 foreign workers employed in over 3,500 businesses in the province, mainly experts, managers, and high-quality technical workers.

To meet the human resource needs for industrial development, Bac Ninh province has implemented many comprehensive solutions such as prioritizing the recruitment of local labor; issuing support and incentive policies to retain workers and ensure long-term commitment to businesses; focusing on improving the quality of vocational training through key training institutions such as Bac Ninh Industrial College, Bac Giang Vietnam-Korea College, and schools under the Ministry located in the province. For foreign workers, Bac Ninh is committed to creating the most favorable conditions in terms of administrative procedures. The province has decentralized and delegated the issuance of work permits to the Provincial Industrial Zones Authority and relevant specialized agencies to shorten the processing time of applications. At the same time, it closely coordinates with the Immigration Department (Ministry of Public Security) to ensure that the entry, residence, and work process for foreign workers is convenient, safe, and in accordance with the law.

Vice Chairman Le Xuan Loi affirmed that Bac Ninh welcomes and is ready to cooperate with the functional agencies of Timor-Leste in connecting and recruiting workers suitable to the needs of businesses and in accordance with Vietnamese law. The province will provide maximum support to facilitate the recruitment of Timor-Leste workers by businesses, ensuring stable and long-term employment for workers in the locality. Simultaneously, the Department of Internal Affairs will act as the focal point to coordinate with the Timor-Leste side in researching and implementing specific cooperation contents in the coming period.

Speaking at the meeting, Mr. Rogerio Araujo Mendonca, Deputy Minister of Labour and Vocational Training of Timor-Leste, thanked the leaders of Bac Ninh province for taking the time to receive the delegation and for facilitating their understanding of labor recruitment needs and working environments in Vietnam, especially in Bac Ninh province.

Mr. Rogerio Araujo Mendonca highly appreciated the information shared by the provincial leaders regarding the socio-economic development and support policies for foreign workers. According to the Deputy Minister, this is an important basis for Timor-Leste to promote cooperation in the field of labor supply with Bac Ninh in the future.

During the visit, the delegation expressed its hope to engage in more in-depth discussions to open up opportunities for Timor-Leste workers to work in Vietnam, particularly in enterprises located in Bac Ninh province. The delegation also noted that Timor-Leste has been coordinating with several Vietnamese ministries and central agencies to develop appropriate mechanisms and create favorable conditions for Timor-Leste workers to work legally, stably, and on a long-term basis in Vietnam.

Mr. Rogerio Araujo Mendonca expressed his hope that through these exchanges and cooperation, both sides will soon achieve positive results, not only creating more job opportunities for Timor-Leste workers but also expanding cooperation programs between Timor-Leste and Bac Ninh province in the future.

According to information from the delegation, Timor-Leste currently has approximately 1,000 workers who have received vocational training, language training, and other necessary skills, ready to work in Vietnam to meet the recruitment needs of businesses.

The delegation members expressed their desire to learn more about the recruitment needs of businesses in Bac Ninh province; and to strengthen cooperation in vocational training, human resource supply, and job creation for Timor-Leste workers in Vietnam.
