(BNP) - Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 129/CD-TTg on organizing the groundbreaking and inauguration ceremonies for large-scale projects and works to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - 2025).

The telegram stated that, to celebrate the 80th anniversary of the August Revolution and National Day on September 2, the Prime Minister issued Telegram No. 57/CD-TTg dated May 5, 2025, directing the Ministry of Construction - Standing Agency, ministries, branches, localities and relevant units to prepare to organize online groundbreaking and inauguration ceremonies for works and projects nationwide on August 19, 2025. According to the report of the Ministry of Construction, currently ministries, branches, localities and units are actively implementing and there are about 230 works and projects under appraisal to be eligible for groundbreaking and inauguration.
This is an important political event, contributing achievements to celebrate the 80th anniversary of National Day. Through this, it demonstrates maturity, growth, rise, self-reliance, self-strengthening, proactive development of socio-economic infrastructure (including traffic works, urban areas, industrial parks, services, education and training, healthcare, science and technology, innovation...), vividly and truly reflecting the efforts of the entire political system, related subjects and the solidarity and consensus of the people competing to participate in implementing projects and works across the country; expressing the joy and happiness of the people, those who directly benefit from the results...; From there, deepen national pride, love for the country, add determination in the work of building and defending the socialist Vietnamese Fatherland, create momentum, create force to enter a new era as General Secretary To Lam stated "The era of rising up of a rich, civilized, prosperous and prosperous country."
The Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Corporations, General Companies, and relevant units to urgently direct agencies, units, Project Management Boards, and contractors to thoroughly review and complete investment, construction, and acceptance procedures for projects and works to ensure that they meet the conditions for commencement and inauguration in accordance with the Prime Minister's direction.
The Ministry of Construction shall preside over and coordinate with the Government Office, relevant ministries and local branches to urgently review the list of projects and works to ensure the scale and conditions for organizing inauguration and groundbreaking according to regulations; select 80 connection points at large-scale and meaningful projects and works, connecting with other projects and works in ministries, branches, provinces and cities... In which the central connection point at the National Exhibition Fair Center connects directly and online to the remaining large connection points.
Vietnam Television shall preside over, together with the Voice of Vietnam and Vietnam News Agency, develop a detailed script and program for the ceremony and send it to the Ministry of Construction before August 13, 2025 for synthesis; produce the program, direct, and organize the program according to the live television script to ensure it is impressive, profound, meaningful, and solemn, without any unfortunate mistakes.
Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper and other media and press agencies coordinate with Vietnam Television and the Ministry of Construction to organize the ceremony, participate in production, write articles, report and promote activities related to this solemn and meaningful ceremony.
Vietnam Posts and Telecommunications Group proactively coordinates to prepare good material and technical conditions for online connection between bridge points.
The People's Committees of provinces and centrally run cities shall direct local television stations to coordinate with Vietnam Television to arrange program hosts, ensure adequate facilities and techniques, ensure solemnity, meaning, and smoothness at the connecting points and implement according to the programs and scripts of Vietnam Television; direct agencies and units to support the Vietnam Posts and Telecommunications Group in exploiting and using the province's conference television equipment to organize events.
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies to organize rewards for organizations and individuals with high achievements in the peak emulation period "500 days and nights of emulation to complete 3,000km of expressway", ensuring solemnity and creating an exciting emulation atmosphere. The Ministry of Finance shall consider material rewards for agencies and units if they meet the conditions according to State regulations.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct the preparation, inspection, urging and organization of the groundbreaking and inauguration ceremonies of projects and works./
