Accordingly, the implementation plan aims to effectively carry out external information tasks as directed by the Central Government and the province. It aims to improve the quality of information provision and orientation to the international community, contributing to promoting the image of Bac Ninh province after administrative unit reorganization. It also aims to strengthen the promotion of the province's potential, advantages, and development achievements; and consolidate the image of the province as friendly, dynamic, and deeply integrated. Proactive communication clarifies and explains issues of international concern, contributing to the protection of national and local prestige and interests.
To effectively implement the set objectives, the Plan focuses on content groups related to the implementation of policies and laws on external information. This includes continuing to implement Conclusion No. 57-KL/TW dated June 15, 2023, of the Politburo; and relevant central and provincial documents on external information activities. It also involves proactively and promptly implementing the Provincial Party Committee's and Provincial People's Committee's programs and plans to further improve the quality and effectiveness of external information work in the new situation.
The Plan emphasizes conducting external information activities in cyberspace, applying science and technology, and digital transformation to innovate the way external information is conducted. It also includes developing the province's external information portal, website, and sections in Vietnamese and foreign languages. Proactively produce and utilize content on the grassroots information system for dissemination on the electronic information cluster serving foreign affairs and promoting the image of Bac Ninh province.
Regularly update accurate information on foreign affairs activities and economic and social development of the province on the provincial electronic information portal and its constituent portals. Coordinate with news agencies, press, and media to produce media products introducing and promoting the image of the province.
Strengthen information countering false and distorted narratives and untrue information from hostile forces opposing the cause of building and developing the socio-economic development of the country and the province.
The Provincial People's Committee assigns the Office of the Provincial People's Committee to preside over and coordinate with relevant agencies and units to advise the Provincial People's Committee on implementing foreign affairs activities integrated into the activities of delegations on overseas business trips and foreign delegations visiting and working in the province.
Update the database and basic information about the province in various fields on the Provincial Electronic Information Portal (in Vietnamese, English, Japanese, Chinese, and Korean); build specialized pages and sections to promote the culture, image, and people of Bac Ninh.
The Department of Culture, Sports and Tourism will preside over and coordinate with relevant agencies and units to check and review negative information, refute false views on foreign policy and the Party and State's guidelines and policies; and disseminate information on human rights, maritime sovereignty, islands, and national borders and territories. Organize training courses to enhance knowledge, skills, and professional expertise in external information dissemination for provincial and commune-level officials.
Provincial-level departments and agencies, and the People's Committees of communes and wards will effectively implement the assigned tasks regarding external information dissemination according to the Plan. Assign personnel to be in charge of external information work to advise leaders on organizing and implementing external information activities according to the unit's functions and tasks. Proactively provide information to the press and on the provincial electronic information portal to serve external information work. Promptly check, review, and handle hot and sensitive issues in the area and field of responsibility as reported and reflected by the press.
