(BNP) - The Provincial People's Committee has just issued Plan No. 268/KH-UBND on implementing activities in response to "World Day Against Trafficking in Persons" and "National Day for the Prevention and Control of Trafficking in Persons on July 30" in Bac Ninh province in 2026.
From July 1st to September 30th, 2026, departments, agencies, and localities will focus on implementing a comprehensive range of communication activities in various forms.
The plan aims to mobilize the combined strength of the entire political system, departments, agencies, localities, and the entire population to participate in the work of preventing and combating human trafficking; Specifically, the plan aims to concretize the tasks of the Program for the Prevention and Combat of Human Trafficking for the period 2026-2030, with a vision to 2035, and to effectively implement the Law on the Prevention and Combat of Human Trafficking of 2024 (amended and supplemented in 2025). Simultaneously, it seeks to raise awareness throughout society about the risks, methods, and tactics of human trafficking crimes, especially online scams, contributing to protecting the legitimate rights and interests of victims and building a safe online environment. The theme for 2026, in line with the United Nations message, is "Trapped in a Scam Trap".
According to the plan, from July 1st to September 30th, 2026, departments, agencies, and localities will focus on implementing a comprehensive range of communication activities through various forms such as direct community outreach; through newspapers, social media, billboards, posters, and banners; The province will build and replicate effective models for preventing and combating human trafficking at the grassroots level. The content of the awareness campaign will focus on warning about fraudulent recruitment schemes on the internet; disseminating legal knowledge, safe migration skills, and digital safety skills; and guiding people on using the national hotline 111, hotline 113, the VNeID application, and other information channels to report crimes.
In addition, the province will organize activities in accordance with the actual conditions of each sector and locality; deploy awareness messages on telecommunication networks on July 30th; increase the production, broadcasting, and publication of reports, news articles, infographics, and short videos on mass media and digital platforms; and intensify awareness campaigns at bus stations, train stations, and other crowded places to warn against recruitment scams, job placement, tourism, and overseas labor schemes. Educational institutions will strengthen the dissemination of digital skills and fraud detection skills to students; the Provincial Youth Union, the Provincial Women's Union, and other mass organizations will promote the role of disseminating information and raising awareness among members and the public, especially high-risk groups.
The plan also requires the implementation of a high-intensity campaign to combat and suppress human trafficking crimes throughout the province from July 1st to September 30th, 2026; strengthening the management of mobile phone subscriber information, preventing the use of junk SIM cards, monitoring domain names related to human trafficking activities, inspecting labor supply activities, sending workers abroad, and promptly detecting and strictly handling violations. At the same time, it emphasizes strengthening cooperation in combating human trafficking crimes in cyberspace; improving the effectiveness of prosecution and trial work, contributing to deterrence and prevention of crime.
Regarding victim support, the Plan emphasizes the timely rescue, reception, verification, protection, and support of victims of human trafficking; ensuring that 100% of victims and those in the process of being identified as victims receive support in accordance with the law, creating conditions for safe and sustainable reintegration into the community. At the same time, it emphasizes maintaining the confidentiality of personal information, avoiding discrimination against victims; and providing support for livelihoods, vocational training, and job creation, especially for women and girls who are victims of human trafficking.
The Chairman of the Provincial People's Committee assigns the Provincial Police Department to take the lead in monitoring, guiding, and urging the implementation of the Plan; compiling the results of implementation by agencies, units, and localities to advise the Provincial People's Committee on reporting as required. Simultaneously, research and propose awards for collectives and individuals with outstanding achievements in implementing activities in response to the "World Day Against Trafficking in Persons" and the "National Day Against Trafficking in Persons on July 30" in 2026.
