Bac Ninh makes breakthrough efforts to improve investment climate, foster business and private-sector growth

(BNP) - In implementing the Politburo's strategic resolutions, particularly Resolution No. 68-NQ/TW on private-sector development and Resolution No. 59-NQ/TW on international integration in the new context, Bac Ninh has taken comprehensive measures to improve its investment and business environment, support enterprises and enhance the competitiveness of the local economy.


 

 

These efforts reaffirm the province's determination to build a development-oriented and service-driven administration that works alongside businesses and investors, creating momentum for rapid and sustainable economic growth.

Investment Attraction Remains a Key Strength

Despite continued challenges facing the global economy, Bac Ninh has maintained its position as one of Viet Nam's leading destinations for foreign investment. As of the end of May 2026, the province had more than 3,600 valid FDI projects with total registered capital of US$50.4 billion, ranking second nationwide in terms of accumulated investment capital.

In the first six months of 2026 alone, Bac Ninh granted investment registration to 151 new FDI projects with total registered capital of US$567.63 million and approved capital increases for 123 existing projects, with additional investment capital exceeding US$1.3 billion.

Notably, the province's investment promotion strategy is shifting from pursuing investment volume to attracting high-quality and selective investment. Priority is being given to high-tech projects, semiconductor manufacturing, artificial intelligence (AI), green energy, supporting industries, the digital economy and projects that enable local businesses to integrate more deeply into global supply chains. This approach is aligned with Bac Ninh's goal of developing a high-tech industrial base and increasing the added value of its economy.

The province is also expanding international partnerships, effectively maintaining 28 international cooperation agreements with foreign localities, organizations and businesses, while strengthening cooperation with major corporations such as Foxconn and Goertek, as well as international business associations in high technology, semiconductors and innovation.


 

Putting People and Businesses at the Heart of Public Service

Recognizing administrative reform as a decisive factor in local competitiveness, Bac Ninh has accelerated digital transformation in administrative procedures, placing people and businesses at the center of public service delivery.

The province has implemented a wide range of measures to shorten processing times and reduce regulatory compliance costs for businesses in areas including investment, land, construction, taxation, customs and social insurance.

To date, 437 administrative procedures have been announced in which required documents have been fully replaced by digital data. All administrative procedures can now be submitted and processed regardless of administrative boundaries. More than 95% of applications are issued with electronic results, while nearly 96% of application dossiers and processing results have been digitized.

In particular, Bac Ninh is among the first localities to introduce the "24-hour Green Lane" and "60% Green Lane" mechanisms for key projects. Priority procedures are processed within significantly shorter timeframes, helping accelerate investment and bring projects into production and business operations at an earlier stage.

The initiative not only makes it easier for businesses to operate but also demonstrates the provincial administration's strong commitment to standing alongside investors and supporting their success.


 

 Driving Private-Sector Development

In implementation of Politburo Resolution No. 68-NQ/TW, the Provincial Party Standing Committee has issued a program on private-sector development in Bac Ninh for 2026-2030, identifying the private sector as an important driving force of the local economy.

The province is focusing on removing institutional and administrative barriers, strengthening legal support for businesses, and improving their access to land, capital, information and other development resources.

Provincial departments, agencies and local administrations have established dedicated sections on their official portals to receive and promptly address feedback and recommendations from businesses. Since July 2025, the system has received and processed 656 recommendations and concerns from people and businesses.

At the same time, Bac Ninh has stepped up business dialogues and supported enterprises in resolving difficulties related to land, taxation and investment. The province has also introduced tax payment extensions and land-rent reductions, while promoting the use of e-invoices and digital transformation in production and business activities.

Building a Foundation for Innovative Businesses

Alongside improving the investment climate, Bac Ninh is paying particular attention to building an innovation ecosystem and promoting the application of science and technology and digital transformation across the business community.

The province has organized a range of international cooperation activities in technology, research and the application of AI, IoT and blockchain; supported businesses in securing intellectual property protection in international markets; organized thematic conferences on leadership in the AI era; and published guidance materials on applying AI to management and administration.

These efforts provide an important foundation for businesses to strengthen their competitiveness, adapt to digital transformation trends and participate more deeply in global value chains.

Further Enhancing Bac Ninh's Competitive Investment Climate

Going forward, Bac Ninh will continue to implement decisive measures to improve the investment and business environment and enhance the quality of services provided to businesses. The province will further accelerate administrative reform and digital transformation, develop integrated infrastructure and strengthen its pool of high-quality human resources.

Bac Ninh remains committed to attracting high-tech, environmentally friendly projects with high added value, while creating favorable conditions for the private sector to grow strongly and become an important driver of economic growth and competitiveness. These efforts will contribute to realizing the goal of making Bac Ninh a dynamic growth pole for the region and the country.
