(BNP) - Mr. Mai Son, Standing Vice Chairman of the Provincial People's Committee, recently signed Plan 107/KH-UBND to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthrough development of science, technology (S&T), innovation and digital transformation in Bac Ninh province in 2026.

Accordingly, the general goal is to make S&T, innovation and digital transformation the main driving force for reforming governance methods and developing the province's socio-economic development. Focus on building an innovation ecosystem; building a modern, transparent, and efficient digital government, digital economy, and digital society; Building a unified, stable, and modern digital infrastructure and platform to ensure data interoperability and reuse, information security, and cybersecurity.
Bac Ninh aims to be among the leading provinces and cities nationwide in key indicators such as: Provincial Competitiveness Index (PCI), Provincial Innovation Index (PII), Provincial Digital Transformation Index (DTI), and improving the Total Factor Productivity (TFP) index above the national average.
To achieve this goal, the Plan focuses on implementing 11 key tasks and solutions. These emphasize solutions related to leadership and guidance, raising awareness and political determination of the entire political system at all levels in updating and implementing Resolution No. 57-NQ/TW.
Diversifying forms of communication on digital platforms by local media agencies and sectors; strengthening the organization of thematic exhibitions and displays. Continue to extensively implement the "Popular Education Movement" and the "Party Members Pioneering in Learning Digital Skills" movement. Improve local mechanisms and policies; mobilize and effectively utilize resources. Review, supplement, and fully update the development space for science and technology, innovation, and digital transformation according to the province's issued programs and plans.
The province will effectively implement and issue, within its authority, preferential policies to encourage businesses and organizations to invest in research and development, innovative startups, and the application of digital technology; and encourage people to use digital services.
Bac Ninh will develop and implement a comprehensive Digital Citizen Development Plan for the period 2026-2030, striving for every citizen to have a digital identity, digital tools, digital skills, and a digital account; thus forming digital citizens. Along with this, develop and master safe and convenient digital platforms; and rapidly popularize essential digital services. In addition, the province is planning to attract investment in projects for the production and testing of unmanned aerial vehicles (UAVs) and to develop 2-3 digital technology industrial parks in the area.
