(BNP) - On the morning of May 15th, in Hanoi, the Vietnam Chamber of Commerce and Industry (VCCI) held a ceremony to announce the Vietnam Private Sector Economic Report and the Provincial Competitiveness Index (PCI) for 2025.
Attending the ceremony were Assoc. Prof. Dr. Ho Sy Hung, Chairman of VCCI; leaders of the Provincial Party Committee and People's Committee of provinces and cities. Representing Bac Ninh province was Mr. Pham Hoang Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

After 21 years of continuous implementation, the 2025 PCI Report marks the biggest innovation to date with the launch of PCI 2.0 and the first-ever announcement of the Private Sector Economic Performance Index (BPI). The report is based on a large-scale empirical survey involving 3,546 domestic private enterprises, 586 FDI enterprises, and 1,001 business households in 34 provinces and cities nationwide.
A notable new feature of PCI 2.0 is the shift from measuring the business environment to comprehensively evaluating the private economic development ecosystem. The index is structured into 9 component indicators with 98 criteria, including: Market entry; access to resources; transparency; administrative compliance costs; informal costs; fair competition; business support policies; legal institutions; and a proactive government.
In 2025, VCCI will switch from publishing specific rankings to publishing six groups of economic governance quality to better suit the practical conditions after administrative unit mergers and to align with international best practices. The national median PCI score reached 63.90 points out of 100, indicating that the progress in reforming the investment and business environment continues to be maintained.

According to the announcement at the conference, the top 5 localities in the group with good economic governance quality are: Bac Ninh, Da Nang, Hai Phong, Phu Tho, and Quang Ninh. These localities all have a balanced governance structure, with at least 5 out of 9 PCI component indicators in the Top 10 nationwide.
The annual PCI assessment aims to help localities clearly identify the difficulties and challenges facing the business community, thereby proposing solutions to improve governance quality, enhance the investment environment, and promote sustainable socio-economic development.
Within the framework of the conference, VCCI also announced the Business Performance Index (BPI) – a tool for measuring market output, providing a basis for evaluating the effectiveness of long-term reforms. The top three localities in this index are: Ho Chi Minh City, Hanoi, and Quang Ninh.

On this occasion, the Chairman of VCCI honored 5 localities with outstanding economic governance quality in 2025: Bac Ninh, Da Nang, Hai Phong, Phu Tho, and Quang Ninh. This is a recognition of the strong efforts of these localities in building a service-oriented government, fostering development, and supporting businesses.
