(BNP) – The Ministry of Education and Training has issued Official Dispatch No. 3227/BGDĐT-GDĐH providing guidance on the implementation of talent training programs in STEM fields approved under the Project on Human Resource Development for High-Tech Industries for the 2025–2035 period, with a vision to 2045.
According to the guidance, higher education institutions participating in the project are required to approve talent training programs for the designated disciplines and academic levels, ensuring compliance with national standards for talent education programs, and submit them to the Ministry of Education and Training before August 1, 2026. Institutions must also develop enrollment plans, determine training capacity, forecast student intake for each program during 2026–2030, and report to the Ministry by June 15, 2026.
The Ministry has instructed universities to implement comprehensive support policies for students, including scholarships, tuition assistance, scientific research funding, opportunities to participate in research projects, collaboration programs with enterprises and international partners, entrepreneurship and innovation activities, and academic exchange programs aimed at fostering well-rounded development.
Regarding faculty development, universities are required to formulate plans for training and enhancing the capacity of lecturers involved in talent education programs. Institutions are encouraged to identify and cultivate promising future lecturers from among undergraduate and postgraduate students while mobilizing lawful resources to strengthen faculty expertise, research capabilities, and international integration.
In addition, higher education institutions are expected to invest in and upgrade facilities, laboratories, digital learning resources, and modern equipment. They are also encouraged to strengthen partnerships with businesses in curriculum development, internship programs, scientific research, scholarship support, and career development initiatives. International cooperation should be expanded to attract leading experts and scientists to participate in teaching and research activities while creating opportunities for students to study and undertake internships abroad.
The dispatch also emphasizes prioritizing scientific research and innovation within talent training programs. Students are encouraged to engage in research projects, publish scientific papers, participate in domestic and international academic conferences, and collaborate with leading research groups, key laboratories, and innovation centers.
Furthermore, universities are required to regularly update information on talent training programs in the Higher Education Management Information System (HEMIS), submit annual reports before December 31 each year, and provide ad hoc reports upon request by the Ministry of Education and Training.
According to the accompanying list, 23 higher education institutions nationwide have been selected to participate in the talent training program for engineers and master’s graduates in STEM-related fields.
