Bac Ninh boosts administrative procedure reform and improving service quality for citizens and businesses

(BNP) - In recent times, Bac Ninh province has achieved many outstanding results in implementing the one-stop and integrated one-stop mechanisms as prescribed by the Government; the organizational system has been streamlined, and the infrastructure and application of information technology have been invested in synchronously and modernly, thereby significantly improving the efficiency of resolving administrative procedures and better serving the needs of citizens and businesses.

According to the report of the Provincial People's Committee, in implementing Government Decree No. 118/2025/ND-CP on the implementation of administrative procedures under the one-stop and integrated one-stop mechanisms at the One-Stop Service Center and the National Public Service Portal (amended and supplemented by Decree No. 367/2025/ND-CP), the entire province has completed the system of Public Administrative Service Centers at all levels. At the provincial level, the Center has two reception and results delivery points, serving departments, agencies, and central government bodies. At the grassroots level, 99 out of 99 communes and wards have established and are operating stably, achieving a 100% rate. The total number of civil servants and public employees working at the One-Stop Service Center is 677, ensuring that the task requirements are met.

The infrastructure and equipment have been invested in a comprehensive and modern manner. The centers are fully equipped with information technology equipment, monitoring systems, automatic queuing systems, electronic document lookup, etc. Notably, 100% of commune-level centers meet the "greening" criteria, with fully equipped functional areas serving citizens and businesses, creating a convenient and professional transaction environment.

In digital transformation, Bac Ninh has achieved positive results with 100% of agencies, units, and localities implementing the digitization of administrative procedure documents and results. The digitization rate reached 95.21%; the data reuse rate reached 85.96%, with over 572,000 records being reused, contributing to reducing paperwork and saving time and costs for citizens.

The reform and simplification of administrative procedures continued to be promoted based on data. The province proposed replacing or reducing the number of required documents for hundreds of procedures; at the same time, it implemented decentralization and delegation of authority for over 200 administrative procedures to departments, agencies, and grassroots levels, helping to shorten processes and improve processing efficiency. 100% of administrative procedures have electronically configured processes on the province's administrative procedure information system.

Data connection and sharing between systems have been implemented synchronously. The province's system has integrated with the National Public Service Portal, connected with the population database and many specialized systems. Simultaneously, 100% of administrative procedures with financial obligations have been integrated with online payment, with the rate of online payment applications reaching nearly 87%.

A key highlight is the implementation of receiving and resolving administrative procedures regardless of administrative boundaries, maximizing convenience for citizens and businesses. In addition, the One-Stop Service Center's visual identity has been uniformly applied throughout the province, contributing to improved professionalism and consistency in service delivery.

Thanks to these comprehensive solutions, Bac Ninh's index of service to citizens and businesses has continuously improved. In 2025, the province ranked first nationwide for three consecutive months on the National Public Service Portal, with a score of 96.26; many component indicators achieved excellent levels, such as online payment, processing speed, and document digitization.

It is evident that the implementation of the one-stop shop and integrated one-stop shop mechanisms in Bac Ninh has been carried out decisively and synchronously, gradually modernizing the administrative system, with the satisfaction of citizens and businesses as a measure of effectiveness.
