(BNP) - In recent years, Bac Ninh province has continued to synchronously implement many solutions to create a favorable investment environment, with a special focus on supporting human resources to meet the needs of production, business, and investment expansion of enterprises, especially high-tech enterprises and those manufacturing electronic components and semiconductors in local industrial parks.
Focus on training and improving the quality of human resources; promote labor promotion activities to meet the needs of production, business, and investment expansion of enterprises.
According to the report of the Provincial Industrial Zones Authority, labor management has been strengthened towards accompanying and supporting businesses in overcoming difficulties regarding the shortage of unskilled and high-quality labor. The province regularly synthesizes and evaluates labor needs in industrial parks; builds databases for management, connection, and providing labor information to businesses, contributing to ensuring a stable human resource for production activities.
Along with that, the province promotes labor promotion activities, coordinates with universities, colleges, and employment service centers inside and outside the province to support businesses in recruiting labor. In 2025 alone, enterprises in industrial parks recruited approximately 25,000 new workers, contributing to meeting the production expansion needs of many businesses and investors in the area. The average income of workers reached about 8.8 million VND/person/month.
Entering the first quarter of 2026, activities to support businesses regarding labor continues to be implemented effectively. The Industrial Zones Authority has issued, re-issued, and extended over 3,000 work permits; received more than 1,300 cases of foreign workers not subject to work permit requirements, creating favorable conditions for foreign experts and engineers to work at enterprises. The update of foreign labor data is carried out regularly on the management software system for effective tracking, searching, and management.
Currently, the total number of workers in the province's industrial parks is about 568,000 people, of which domestic labor accounts for nearly 544,000 and foreign labor accounts for about 24,400. An abundant and stable human resource is becoming one of the important advantages helping Bac Ninh continue to attract large-scale, high-tech investment projects.
Not only focusing on ensuring labor sources for businesses, the province has also recorded positive signals in developing the business community and job creation. In the first 4 months of 2026, the entire province had over 2,900 newly established enterprises with a total registered capital of more than 63,300 billion VND; at the same time, there were 95 new branches and representative offices and over 1,110 new business locations registered. By the end of April 2026, the entire province created new jobs for more than 18,500 workers, reaching 35.6% of the annual plan; including 1,056 workers going to work abroad under contracts.
Parallel to recruitment, the province also emphasizes training and improving the quality of human resources to meet the requirements of modern industrial development. Functional agencies have strengthened the implementation of employment solutions, supporting loans for job creation, maintaining and expanding jobs for workers. In the early months of 2026, through preferential loan sources, the province has supported more than 570 projects with total loan sales of over 57 billion VND, contributing to creating jobs for over 700 workers.
To ensure a stable and safe labor environment for businesses and workers, the province has increased inspections and examinations of compliance with labor laws, social insurance, and occupational safety and health at enterprises; promptly supporting the resolution of labor disputes and ensuring the legitimate rights of workers.
In the coming time, Bac Ninh will continue to step up support for businesses in labor recruitment; implement policies to support job creation, maintenance, and expansion; and simultaneously strengthen training and fostering to improve the quality of human resources, meeting the requirements of investors and businesses in the context of the strong development of high-tech industries, electronics, and semiconductors.
