Bac Ninh implements solutions to enhance competitiveness and improve business environment in 2026

(BNP) - Vice Chairman of the Provincial People's Committee Pham Van Thinh recently signed Document on implementing key solutions to improve the business environment and enhance national competitiveness in 2026, in accordance with Government Resolution 02/NQ-CP.

With the province's core objective being to continue to significantly improve the quality of the investment environment, create a transparent and healthy competitive business environment, and reduce compliance costs for businesses, the province strives to place its Provincial Competitiveness Index (PCI) among the top 5 provinces nationwide.

Emphasizing the Responsibility of Leaders with the "Three More" Principle

To effectively carry out tasks, the Chairman of the Provincial People's Committee requires the heads of agencies and units to innovate their leadership methods with the "Three More" principle: more decisive, more flexible, and more effective. Assigned tasks must be implemented effectively with "Six Clears" (clear person, clear task, clear time, clear responsibility, clear authority, clear product/result) coupled with regular monitoring and inspection.

In addition, the work spirit of officials and civil servants must adhere to the "Three Yes" principle (having the interests of the State, the people, and businesses) and the "Two No's" principle (no corruption or negative practices; no loss or waste). In particular, the team of officials needs to promote the "Three Dares": dare to speak, dare to act, and dare to take responsibility for the common good.

Promoting Administrative Reform and the “Green Lane” Mechanism

Regarding administrative procedure reform, the province aims for 100% of procedures related to businesses to be conducted online throughout the entire process, regardless of administrative boundaries. Departments, agencies, and localities will implement the “24-Hour Green Lane” and “60% Green Lane” mechanisms to remove bottlenecks and shorten processing times for key projects.

In particular, from April 13, 2026, departments and localities must submit weekly reports on the progress of processing applications related to investment projects in their areas.

Prioritizing Land and Capital Resources for Businesses

The Provincial People's Committee requires relevant agencies to unlock resources and create the most favorable conditions for businesses to access land and capital. Regarding land, the time for processing land lease procedures and issuing land use right certificates for individuals and businesses will be reduced by at least 30%. Industrial zones and clusters must allocate a minimum of 20 hectares, or 5% of their land, to support small and medium-sized enterprises (SMEs), high-tech enterprises, and innovative startups in leasing space. Regarding funding, priority should be given to credit for private enterprises, especially those in the fields of green transformation, digital transformation, and supply chains. Consideration should be given to reducing interest rates for projects applying environmental, social, and governance (ESG) standards.

In addition, inspection and auditing of businesses must be reviewed to avoid duplication, ensuring no more than one inspection per year for each enterprise. Business associations in the area should play a bridging role, regularly organizing dialogues to promptly address difficulties faced by the business community.

The results of implementing the above tasks must be compiled and reported to the Provincial People's Committee before May 20, 2026 (six-month period) and November 20, 2026 (year-end period).
