Bac Ninh: service index for citizens reaches 96.51 points, continuing to affirm public administrative service quality

(BNP) - In the context of many fluctuations due to the national system transition, Bac Ninh still maintains a high score of 96.51/100 points, ranking 6/34 provinces and cities, demonstrating the province's great efforts in ensuring smooth operations and improving the quality of service for citizens and businesses in performing administrative procedures.

Many indicators reach excellent levels

According to the report from the Provincial People's Committee, from January 1, 2026, to May 4, 2026, Bac Ninh province achieved 96.51/100 points, ranking 6/34 provinces and cities, an increase of 0.5 points compared to the end of March and an improvement of 1 rank compared to mid-April. This result showed the province's great efforts in the context that the ministerial-level administrative procedure resolution system was undergoing strong transformation, affecting data synchronization and scoring.

Previously, at the end of 2025, the province once ranked first nationwide, although there was a time it dropped to 7th position. Currently, the province was closely following the goal of returning to the top 5 in May and aiming for the top 3 by the end of the second quarter of 2026.

Among the component indicators, Bac Ninh province achieved maximum points in 3/6 indicators including publicity and transparency; online payment and citizen satisfaction levels. The processing progress index reached 98.3%, record digitization reached 94.8% and continued to be improved.

Notably, three indicators showed growth compared to the previous month: processing progress, record digitization, and maintaining stability in the remaining indicators. However, record digitization was still a point requiring further improvement as there was still a gap compared to leading localities.

Department and sector blocks undergo positive changes

At the departmental and sectoral level, 12/13 units achieved over 90 points, accounting for 92%, an increase compared to the previous month. The average score reached nearly 93 points, with no units scoring below 85 points.

The Department for Ethnic Minority Affairs and Religion continued to lead with 95.33 points, maintaining the number 1 position for many consecutive weeks. The leading group also included the Provincial Management Board of Industrial Zones and the Department of Science and Technology with stable scores.

Notably, the Department of Culture, Sports and Tourism made a strong breakthrough, increasing by more than 12 points, rising from the bottom of the table to 4th place after completely resolving data synchronization errors.

However, some units still required improvement. The Department of Justice dropped significantly in ranking due to low processing progress and decreased satisfaction levels. The Department of Education and Training continued to rank at the bottom, mainly due to the low online payment index.

100% of communes and wards reach over 90 points

At the grassroots level, all 99/99 communes and wards achieved over 90 points, with an average score of 95.09, exceeding the set goal. Hop Thinh commune continued to lead the entire province with 95.82 points, maintaining the number 1 position for many weeks. The group of localities with high results also included Bac Giang ward, Nghia Phuong commune, and Xuan Cam commune.

On the contrary, some units were still in the bottom group due to limitations in indicators such as online public services, record digitization, and online payment, with Phu Lang commune having the lowest score.

Determination to raise rankings in May

In May 2026, Bac Ninh set a goal to raise the scores of departments and sectors to a minimum of 95 points, and communes and wards to 96 points or higher, while striving to return to the national top 5.

The Chairman of the Provincial People's Committee requested units to focus on processing backlogged records, improving the online payment rate, promoting record digitization, and linking the responsibility of the head with the implementation results.

With synchronous and drastic solutions, Bac Ninh province showed high determination in improving the quality of service for citizens and businesses, aiming to build a modern, transparent, and effective administration./.
