(BNP) - On July 8, 2026, Deputy Prime Minister Pham Gia Tuc signed Decision No. 1242/QD-TTg approving the General Planning Task for Bac Ninh City until 2050, with a vision to 2075.
The planning objectives aim to concretize the development orientation of Bac Ninh province to become a centrally-governed city; to organize urban space, distribute population and use land rationally to develop Bac Ninh city as a model of a green, smart, modern, civilized, prosperous and beautiful city.
Economic development is linked with environmental protection, with science, technology and innovation as the main drivers of growth; to organize the development space of modern, high-tech industries, and to participate deeply in the global supply chain; establish an electronics industrial center, focusing on semiconductor industry, microchip manufacturing, and leading artificial intelligence in the country and the region.
To organize a harmonious and balanced urban-rural development system among localities within the city; to complete the synchronized infrastructure of road, waterway, rail, and air transport, and smart city development, connecting major urban centers with logistics and multimodal service infrastructure.
To orient the distribution of social infrastructure towards the comprehensive development of cultural and social fields, improving the quality of life for the people, so that people can enjoy the fruits of development; to closely combine urban development with ensuring national defense, security, order, and social safety.
In terms of urban characteristics, Bac Ninh will develop as a Type I city, a centrally-governed city, a growth pole and an important driving force for the development of the Hanoi metropolitan area and the Red River Delta region; It is a green, smart, modern, civilized, prosperous, and beautiful city, deeply rooted in the cultural identity of Kinh Bac.
It is an important transportation hub, a multimodal logistics center connecting domestic and international economic corridors; a modern, high-tech industrial center and a national and regional center for science, technology, and innovation.
It is a typical cultural and historical city of the Northern Delta region, built on the foundation of preserving and promoting tangible and intangible cultural heritage values in harmony with the natural ecosystem; it is a strategically important area for national defense and security, serving as the northeastern gateway to Hanoi.
Regarding population size, it is projected that by 2040: The total urban population will be approximately 7.0 - 8.0 million people (of which the permanent residents will be approximately 6.5 - 7.0 million people). By 2050, the total urban population is projected to be approximately 8.0 - 9.0 million people (of which the permanent resident population is approximately 7.0 - 7.5 million); the vision for 2075 is for the city to accommodate over 10 million people.
The projected land area by 2040 is approximately 170,000 - 200,000 hectares for urban and rural construction; by 2050, the area is projected to be approximately 200,000 - 240,000 hectares.
Regarding the organization of functional zones and key development areas: Identify the location, scope, and spatial organization orientation of functional zones, key development areas, and areas of significant political, cultural, historical, security, and defense importance (if any).
Orienting the system of urban-level administrative centers, training centers, healthcare centers, cultural and sports centers, and innovation centers; identifying modern logistics centers, inland container depots (ICDs) linked to transportation hubs and Gia Binh International Airport.
Orienting the development of a network of industrial parks, high-tech zones, innovation centers, research and development (R&D) centers, electronics, semiconductor, and artificial intelligence industries; identifying other specialized centers at the national, regional, and urban levels; researching and proposing a core urban area, a new, integrated political-administrative-economic complex center to coordinate development, connect infrastructure, public services, and key economic spaces.
Researching and orienting the integrated development of social infrastructure systems, focusing on healthcare, education, culture, sports, and social security institutions, in accordance with the urban development model and population distribution; Establishing a specialized regional medical center, developing a social assistance and elderly care network, meeting the requirements for improving the quality of life for the people and sustainable development.
