Accordingly, the Chairman of the Provincial People’s Committee requested departments, agencies, and units under the Provincial People’s Committee to urgently review, study, and advise competent authorities on organizing implementation in line with their assigned functions and management responsibilities. At the same time, they are required to guide commune-level People’s Committees in implementing measures to reduce, decentralize, and simplify administrative procedures and business conditions in accordance with regulations, while ensuring uninterrupted processing of procedures for citizens and businesses.
Departments and agencies should proactively advise the Chairman of the Provincial People's Committee to announce and publicize administrative procedures within their authority; review and adjust internal processes, electronic processes, and related contents to ensure consistency with new regulations and laws on administrative procedure control.
In addition, agencies and units should strengthen coordination with relevant ministries and agencies in exploiting data from the National Population Database and specialized databases to minimize the number of documents required when handling administrative procedures; and not require citizens and businesses to resubmit documents and information that have been digitized and publicly available on the databases as prescribed.
Continue reviewing and proposing reductions and simplifications of administrative procedures, shortening processing times for specific administrative procedures issued by the locality, ensuring the achievement of the targets and percentages as outlined in Plan No. 45/KH-UBND dated July 28, 2025, of the Provincial People's Committee on the implementation of the Program to reduce and simplify administrative procedures related to production and business activities in the 2025-2026 period.
According to the set objectives, the province strives to reduce the processing time of administrative procedures by 50% and the compliance costs by 50% compared to 2024; 100% of information, documents, and papers in administrative procedures related to production and business activities will only be provided once to the state administrative agency.
